Comment MailTribune.com Writer Posted Aug. 27, 2015 at 12:01 AM Posted Aug. 27, 2015 at 12:01 AM » Social News Aug. 27, 1915 FEDERAL GRAND JURY IN MEDFORD NEXT OCTOBER PORTLAND, Ore., Aug. 27 — United States Attorney Clarence L. Reames announced today that a special federal grand jury would be called to meet at Medford, Oregon, early in October of this year, and that the session of the grand jury would probably be of two weeks' duration or more. This will be the first time in the history of Oregon that a federal grand jury has ever been convened outside of the city of Portland. It was announced by the district attorney that, upon the completion of the new federal building in Medford, a grand jury session would be held in Medford at least twice per year. The federal grand jury consists of 23 grand jurors, and the Medford term this body will be drawn from Jackson, Josephine, Lake and Klamath counties. There will be at least one murder case to be investigated by the grand jury at this session, and the district attorney announced that, in the event an indictment was returned in this case, the trial would probably follow immediately. It is known that post office inspectors have been for some time investigating cases of alleged fraudulent use of the United States mails, but it has not been determined at this time whether any of those cases will be presented to the grand jury. Editorial: COTTON MORALS In its frantic efforts to be neutral, the Portland Journal newspaper has devolved a ludicrous sense of morality. Speaking of the action of Great Britain making cotton contraband of war, the Journal declares: "In morals, such a blow at American producers is indefensible. It is of kind with the German invasion of Belgium." The invasion of Belgium was a violation of treaty and of international law. The placing of cotton on the contraband list violates no treaty, no code of ethics, and is according to international law. There is no question of morality involved. Great Britain had every right to place cotton along with war munitions on the contraband list, and the wonder is that it was not placed there at the beginning of the war, for cotton is the principal essential component of modern explosives. The allied German-Austrian armies expend cotton at the rate of 1,000 tons a day. The great German howitzers shoot half a bale at a shot.
