Ronald William Peters, a transient, was lodged in the Jackson CountyJail on charges of aggravated animal abuse, disorderly conduct and menacing. Keith Kelly, one of several witnesses, said he couldn't believe how theman treated his dog. He picked the dog up under its belly and chucked it right overthe bank, Kelly said. No animal needs that kind of abuse. A few minutes later, Kelly said the dog staggered back up the slope andits owner grabbed it by the scruff of its neck and ground its head intothe dirt. This poor little lab is only about 2 years old, Kelly said.The dog came back, and he beat him ­ this guy ought to be treatedlike he treated the dog. The incident occurred about 6 p.m. Thursday when Peters reportedly wasbouncing a basketball on the street next to a raft shop in the 100 blockof Second Avenue in Gold Hill. Kelly said Peters lost control of the balland it hit a Suburban. Peters then reportedly got into an argument with the owner of the vehicle. After the fight subsided, onlookers said Peters was ranting and ravingand punching a couple of other cars. Then he allegedly threw his dog overa cliff overlooking the Rogue River. It's about 80 feet down,Kelly said. When the dog crawled back, passersby said the owner started beating it.Several people went to tell the man to stop, and they called police. Gold Hill interim Police Chief Dave Crawford arrived and found Peterslying in a nearby park. Peters was charged in Jackson County court with disorderly conduct andwas held on $10,000 bail. More charges could be added later. The dog didn't suffer any noticeable injuries. It was being kept at akennel in Rogue River. Crawford said the dog's fall was probably broken by brush growing onthe cliff face. The dog will be kept at the kennel until Monday, and then placed withJackson County Animal Control. Police did not know the name of the dog.
