The bills were sponsored by Sens. Alan Bates, D-Ashland, a physician, and Ben Westlund, R-Tumalo. Senate Bill 605 would grant health clinics immunity from malpractice cases for the services of a retired doctor. "This will allow physicians to go into rural clinics and volunteer without having to get malpractice insurance," Bates said. "This opens up opportunities for low-income clients to get medical services," he added. Advertisement Senate Bill 443 would allow a retired physician who was licensed out of state to take a national licensing exam to volunteer his or her services in an Oregon facility. "This bill makes it easier and cheaper to get licenses in the state," said Sen. Jeff Kruse, R-Roseburg. The doctor or health care provider would work in clinics serving the poor without charge or use a sliding fee scale based on income.
