Who keeps track of all the people, and how to they punch in and out to account for the hours worked and expenses incurred? For that matter, who hires and fires firefighters, reviews their performance and manages where they go and for how long? — Oscar Z., Medford Well Oscar, the exact hiring (and firing) practices vary between state, federal and private firefighting organizations, but in the case of larger fires, many of the managerial tasks are handled by administrative professionals brought in as part of an interagency team. On the Stouts fire in Douglas County, for example, the Oregon Department of Forestry brought in personnel managers and accountants to track the hours worked by each firefighter, equipment maintenance, the cost of supplies and other financial variables.  Operating funds for wildland firefighting operations typically come out of the budgets of the state and federal agencies involved.
