Jackson County sheriff’s deputies arrested Buckner Tuesday on charges of second-degree kidnapping, fourth-degree assault and harassment stemming from a domestic conflict. He was lodged in the Jackson County Jail, where he remained Wednesday night in lieu of $5,000 bail. Assault — Ronald Fletcher Lockwood, 31, of the 400 block of Lozier Lane, Medford. Medford police arrested Lockwood Tuesday on a charge of felony fourth-degree assault. He was lodged in jail, then released when he posted cash on $5,000 bail. Drugs — Paul Michael Owens, 27, of the 700 block of Riverside Avenue, Medford. Medford police arrested Owens Tuesday on charges of possessing amphetamines and endangering the welfare of a minor. He was lodged in jail, where he remained Wednesday night on $9,000 bail. Warrant — Frances Porter Barrier, 42, of Lilesville, N.C. Oregon State Police arrested Barrier Wednesday on a fugitive warrant out of North Carolina charging her with obtaining property under false pretenses. She was lodged in jail, where she remained Wednesday night. Eluding — Thomas Edward O’Neil, 37, of San Diego, Calif. Oregon State Police arrested O’Neil Wednesday on a charge of attempting to elude police in a vehicle. He was lodged in jail, where he remained Wednesday night on $5,000 bail. Drugs — Omar Ali Young, 50, of the 1500 block of Siskiyou Boulevard, Ashland. Ashland police arrested Young Wednesday on charges of possession of amphetamines and probation violation. He was lodged in jail, where he remained Wednesday night without bail. Burglary — Rebecca Ann Windsbury, 38, of the 9500 block of Highway 62, Eagle Point. Windsbury appeared in Jackson County Circuit Court on an indictment charging her with three counts of first-degree burglary, two counts of first-degree criminal mistreatment, and two counts of second-degree theft. She was booked into jail and released. Crime reports Burglary — 300 block of Avery Street, Ashland. Ashland police took a report of a burglary at a Subway sandwich shop. A front window was broken and a cash register stolen, police said. Burglary — 3900 block of Pair-a-Dice Ranch Road, Jacksonville. A Jackson County sheriff’s deputy took a report of a burglary in which a cash box was taken and a window damaged. The estimated value of the items reported damaged or stolen was $105. Burglary — 1700 block of South Pacific Highway, Medford. Medford police took a report of a burglary. The reported loss, which included the front gate and door, was estimated at $1,125. Theft — 900 block of North Phoenix Road, Medford. Medford police took a report of a theft of a bicycle valued at $3,000.
