Medford man cleared in truck-bike accident that killed 10-year-old A 50-year-old Medford truck driver was cleared Friday of any criminal wrong-doing from the July 7 accident that killed a 10-year-old boy who was riding his bike across a Medford street during a fierce thunderstorm. Prosecutors have declined to file any criminal charges against Lloyd Lucas in connection with the death of Steven Neumann. District Attorney Mark Huddleston said Friday that there was no evidence that Lucas was driving recklessly or was criminally negligent in the accident, which occurred on one of Medford�s busiest streets during heavy afternoon traffic following a freak July thunderstorm. Neumann was riding a bicycle across the intersection of McAndrews Road and Court Street about 4:20 p.m. just minutes after a severe thunderstorm knocked out power to traffic signals. Lucas was turning his truck and 40-foot flatbed trailer right onto McAndrews from Court Street just as Neumann, who was not wearing a helmet, and a 9-year-old friend were preparing to cross McAndrews. Neumann, a Gold Beach native who would have been a third-grade student at Oak Grove Elementary School, was crushed beneath the truck and died of severe blunt head and chest trauma. A final decision on whether to charge Lucas was held until results of tests to Lucas� blood and urine were finished, Huddleston said. The results, which were forwarded last week to Huddleston, revealed that there was no alcohol or controlled substances in Lucas� body at the time of the crash, and that was consistent with police�s observations on the day of the crash, Huddleston said. The decision against charging Lucas was not revealed publicly until Huddleston first talked Friday to the victim�s family through their attorney, Kelly Anderson, Huddleston said. Anderson could not be reached for comment Friday.
