WKNC-FM STUDY COMMISSION
March 7, 1967
The following -members_af—the Commission were present:

Miss Jessup called the meeting to order and announced that Mr. Pruitt was
now in Charlotte and could no longer act as Chairman of the Commission.
Mr. Grigg explained the station's situation in regard to the F.C.C. power
increase requirements. He suggested that Don Upham (Chapel Hill) be called on as a
consulting engineer should the station go to 1,000 watts, With the power increase,
the broadcasting hours would not have to be increased.
Mr. Eycke questioned the quality of programs for off-campus listeners --
do we have anything to offer these people? Mr. Grigg answered that the average
coverage now is two to four miles around the station and the station sometimes re-
ceives reports from as far as twelve miles away. The signal is the clearest in the
area, and reaches far more people than one would normally think. Mr. Grigg feels
that the quality is as good or better than most. The only stations that are com-
parable are WPIF and possibly WDNC in Durham. He has no reservations as to the
quality of the programming; he feels the station is ready for the power increase,
Dr. Porter brought up the subject of using some of WUNC's people as con=
sultants, Mr. Grigg felt that all professional people must work through the station
Manager, maintaining student autonomy. Mr. Jones suggested that the Commission add
the following to the list of guidelines to be submitted to the Board of Student Pub-
lications:
"The station manager should collaborate with the Director of Television at
North Carolina State University and appropriate members of the faculty to
consider the broader use of WKNC to serve the students, faculty, and com-
munity, always maintaining the student autonomy."
Mr. Grigg asked about the possibility of giving editors and station managers
academic credit for their work, Mr. Simpson stated that it would have to be
department-sponsored and the students would have to have faculty supervision. This
would probably lead to the reduction of student autonomy,
The station manager has the freedom to broadcast or refuse to broadcast any
item, subject to review by the Board of Student Publications.
Dr. Porter asked about the possibility of using instructional side bands,
Mr. Grigg does not feel that it is in the best interest of the station,
Mr. Jones moved that the suggested guidelines (see attached) be submitted
to the Board of Student Publications, Porter seconded; passed,
It was suggested that the Commission contact Mr. Coggins in Visual Aids
about a certificate of appreciation for Mr. Pruitt,
The next meeting will be set for April.
WKNC-FM
SUGGESTED GUIDELINES
WKNC-FM radio station is to be operated by North Carolina State University in
compliance with the F.C.C. regulations for an educational station.
The student manager of WKNC-FM is responsible for seeing that all student par-
ticipants of the station meet the license requirements as set forth in the
F.C.C, regulations.
The student manager is responsible for establishing and carrying out a train-
ing session for all students who will be working with the station.
Being WKNC=FM operates as an educational station, the manager should see that
the programs avoid any semblance of commercialization.
WKNC-FM should serve as a supplement to the regular educational program at
North Carolina State University.
A professional radio engineer will serve as consultant to the station,
A professional radio person may serve as advisor to WKNC-FM if agreeable with
the Department of Student Activities and the station manager.
The station manager should be closely conversant with F.C.C. regulations,
