1. I have reviewed the RMS paper and draft outline concerning 
the development of a framework for evaluating collection system 
vulnerabilities during the 1990s. My initial judgment is that the 
initiation of any such effort would probably have little direct 
impact on Administration Directorate offices, given the collection 
orientation of the proposal. I suspect that DDA participation in 
any such undertakiing would be beneficial and worthwhile but that 
our contributions could be handled within existing resources. 

2. I don’t think my comments on the substance of the draft 
outline would be either meaningful or appropriate. However, I am 
available to discuss this with you at your pleasure.
