FreeForm — searching for people, not just cars

Flock's own product page for 'FreeForm' lets officers find people by plain-language description of 'clothing, visible accessories' and other 'observable, non-biometric visual characteristics' (e.g. 'man in blue shirt and cowboy hat'). Flock says FreeForm 'does not use facial recognition,' but it is a person-search over video. 404 Media documented departments using it to locate people — logged queries include a target's race and clothing — and a watchdog tally (HaveIBeenFlocked) counted 6,736 FreeForm searches across 121 agencies in 2025.
