Default retention is 30 days with automatic deletion; up to a year requires approval from an elected body. Flock says 'the customer owns the data' — but its template contract grants Flock a 'worldwide, perpetual, royalty-free' license to share agency data for investigative purposes unless the department negotiates it out.
