A separate, older device-identifier tool is the cell-site simulator — sold under Harris/L3Harris brands (Stingray, Hailstorm, KingFish) and by vendors like KeyW and Boeing DRT ('dirtboxes'). It masquerades as a cell tower to trick nearby phones into transmitting the IMSI (subscriber ID) and IMEI (device ID). EFF and the ACLU have documented use across the FBI, DEA, ICE, U.S. Marshals and dozens of local departments; EFF says the devices 'invade the privacy of everyone who happens to be in a given area,' capturing identifiers from up to thousands of phones at once.
