10 Target Implications Achievement of the 8% annual emission reduction target will require serious and substantial action by the Ashland community. Emissions reductions that are not ach ieved directly by community activities could be achieved through purchase of Renewable Energy Certificates (RECs) and/or greenhouse gas (GHG) offsets . GHG offsets are carbon -reduction certificates created through verified carbon -reducing actions by one org anization —such as tree planting —that can be sold to another organization , usually on an annual basis . RECs are similar to GHG offsets, but can only be applied to energy -sector emissions.
