IMPLEMENTATION
GRANTS PASS SUSTAINABILITY AND ENERGY ACTION PLAN
A number of the projects and/or steps included in this Plan are not one -time significant capital
projects but involve making an initial change to current policy to facilitate gradual changes in the
City’s energy usage and sourcing over a larger period of time. These sorts of policy changes
factored into projections accordingly, under the assumption that they would be adopted within
the first 6 years following Plan adoption (before 2030), since, as shown in the priority matrix
(p.81), the majority of these projects are considered to be “Quick Wins” – highly feasible/easy to
implement – but the impact of which will likely take a while to become noticeable.92 These
policies for pre -2030 implementation include:Gradual Changes through Immediate Policy
Accomplishing these steps is projected to produce a reduction in emissions and a reduction in
energy costs annually. Starting these projects early, while staff may need to wait for grants or
other funding to be secured before being able to tackle larger capital projects, will allow these
policies to contribute to goal accomplishment in the background while staff take on the larger,
more intensive capital projects later on.
