• Implem ent roadway and intersection im provem ent projects as identified in Table 5-8. Action plan lists of short, m edium and long-term projects identified for im plem entation over the 20-y ear planning period based on tim ing and funding ava ilability are identified in Chapter 13 and illustrated in Figure 1-3. Roadway and intersection im provem ent projects include: o New roadway s needed to serve developing areas; o Improvem ents to address traffic congestion th at currently exceeds or is expected to exceed the Level of Service D standard or the applicable state highway volum e-to- capacity (V/C) standard; o Urban upgrades of County roads to m eet City design standards • Implem ent bridge im provem ents to address existing city bridges that have been identified as structurally deficient. Bridge im provem ents are identified in Table 5-9. For deficient bridges within the city , federal Highway Bridge Re habilitation and Replacem ent (HBRR) grant funding should be sought. Additionally , it will be im portant that traffic managem ent plans be developed to accom modate current travel dem and during the tim e that bridge im provem ents are under construction. Developm ent of these plans should ta ke into account current function of the bridge and any special needs such as freight routi ng and/or bicy cle/pedestrian connections. • Implem ent roadway safety measures including im provem ents to address existing safety problem s and other relevant actions by the city to enfor ce existing m unicipal code provisions that enhance travel safety . Safety projects are included in Table 5-1. Freight Plan Medford’s freight transportation sy stem consists of streets and highway s where the demand for access and circulation by large vehicles is expected to be the highest. The foundation of this system are the critical “backbone” routes identified by the Federal Highway Adm inistration as the National Highway System , which includes Highway s 62 and 99 and Interstate 5. The Regional Transportation Plan also identifies other routes regionally significant to the m ovem ent of freight. Strategies Good freight mobility and accessibility is essential to the on-going econom ic vitality of the Medford/Jackson County region. While a detailed analy sis of freight issues in currently underway by the Rogue Valley Metropolitan Planning Orga nization (RVMPO), several initial actions have been identified. Specific actions that should be taken by the City of Medford include the following: • Approve the freight route sy stem map, install signage and focus improvem ents on accom modation of large vehicles along these routes. Figure 1-4 reflects the proposed truck freight route sy stem within the Medford UGB. • Rem ove inappropriate truck route signage in downtown Medford that directs m otorists to the old route for Highway 238.
