• The m ost convenient parking spaces should be manage d and priced to favor priority users such as
people with disabilities, carpool/vanpool vehicles, delivery vehicles, business custom ers and
clients.
• New technologies should be used to improve user inform ation, convenience and safety and for
revenue control.
The use of street space for parking is a conscious choice about the use of a valuable com munity resource.
This sam e space could be used for multiple other
purposes including vehicle travel lanes, bicycle
lanes and/or widened sidewalks that could
enhance the pedestrian-friendly appearance of a
street. Thus, the decision to use this space for on-
street parking should be based on a managed
approach that seeks to m aximize overall
community return on investm ent. Goals that
should be considered in evaluating the use of
street space for parking include: econom ic
vitality , neighborhood livability , reduced reliance
on the autom obile through enhancem ents in the
bicycling and pedestrian environm ent, traffic
congestion and safety , achieving state goals for pe r capita parking reduction, and other factors.
Accordingly , the following should be the approach to managing the City ’s current and future on-street
parking supply . • Parking prices should be higher during peak peri ods. There should be little or no discounts for
long-term leases.
• Parking should be considered a high quality servi ce. Signs, m aps and brochures should be used
to provide accurate inform ation to users. Faciliti es should be attractive and safe. User needs and
potential problem s should be anticipated and addressed.
• Parking services should not be “one-size-fits-all”. A parking facility may provide a variety of
services tailored to different users including c onvenient short-term parking for shoppers and
longer term parking for com muters and residents.
• Parking m anagem ent policies and practices should be coordinated throughout a district or region
so that prices and m anagem ent practices are consistent in com parable areas.
• Stakeholders should be consu lted and involved in planning pa rking policies and program s.
• Parking m anagem ent planning should anticipate potential spillover problem s, and respond with
appropriate regulations and enforcem ent program s. Enforcem ent should be adequate to maintain
a high level of com pliance, while being predictable and courteous.
Parking Management Strategies
Based on the foregoing review of parking m anagem ent strategies, the City of Medford should im plem ent
the following actions.
