• Develop pricing m anagem ent strategy for city -owned public parking facilities with a particular
focus on long-term , em ployee parking dem and. The intent of this strategy is to discourage
employees from using single occupant vehicles to co mmute to work while reflecting m ore closely
the true costs of constructing, m aintaining and operating these facilities.
• Consider offering parking incentives for
carpools or vanpools such as preferential
parking, free parking (if a parking pricing
strategy is im plem ented), or other incentives.
• For off-street parking lots over 3 acres in size,
provide street-like features along m ajor
driveway s (including curbs, sidewalks, and
street trees or planting strips) to enhance
pedestrian safety . This m ay also require re-
orienting of parking spaces to facilitate the
most efficient pedestrian pathway s that directs
pedestrians toward the building – both from the
curb and from various locations within the

parking lot. Consider traffic calm ing techniques in parking lots as appropriate such as pavem ent
treatm ent, raised pedestrian walkway s, etc.
Park ing Supply Reduction
As a part of the regional effort to meet the TPR goal of a 10 percent per capita reduction in the parking
supply over the next 20 y ears, the City of Medford should undertake the following actions:
• Every five y ears the City should develop an estim ate of the parking supply in areas designated for
commercial, industrial and institutional uses by the Medford Com prehensive Plan with the
objective of m easuring progress toward m eeting the 10 percent parking supply reduction goal.
• Allow non-residential developm ent to satisfy the o ff street parking requirem ents currently in the
City Municipal Code by developing and implementing a Transportation Dem and Managem ent
program to increase the use by employees and/or cu stom ers of travel m odes other than the single
occupant auto.
• Perm it and encourage m ajor facilities with hi gh parking dem and (particularly high seasonal
demand) to m eet their parking needs through a co mbination of shared, leased and new off street
parking facilities.
• Encourage employers to charge their em ployees for parking in the downtown and at other
locations where good transit service is available.
