Chapter 13 Plan Goals and Implementation The overall goal of Medford’s Transportation System Plan is to provide for a m ulti-m odal transportation system that supports the safe, efficient and accessible m ovem ent of people and goods while achieving the City’s vision for its future as an outstanding livable com munity . This goal recognizes that Medford play s a unique role in Southern Oregon as the financial, medical, tourist and business hub for a large geographic area. The goal also recognizes the im portance of all travel modes to ensure that vi able alternatives to auto travel are available and that the com munity ’s econom ic needs for transportation services are m et. The TSP is also a key com ponent of the City ’s plan fo r encouraging com pact urban developm ent to reduce vehicle m iles of travel and im prove existing air quality problem s. Modal plans for walking, bicy cling, transit, autom obile, rail, air transportation, and freight truck were developed as part of the TSP and include action plans for projects, program s, policies and ordinances. This chapter represents a sy nthesis of the m odal plans and includes a discussion of the priorities and strategies developed for each that have been com bined into the plan. These m odal plans are founded on the guidance provided by the 2002 com munity visioning process that lead to the Vision Strategic Plan . The adopted Vision Strategic Plan calls for: • An efficient arterial street sy stem that provides good north-south and east-west connectivity • A sidewalk sy stem and a network of bikewa ys that allows travel throughout the city . • Encouragem ent of mixed-use developm ent that puts shopping and work opportunities in close proxim ity to residential areas thus allowing for m ore efficient use of transit, bicy cle and pedestrian travel m odes. • Partnering with the region to enhance transit service and am enities. • Com pletion of the Bear Creek Greenway with east-w est bicy cle and pedestrian connections to a variety of destinations. • Aggressive im plem entation of transportati on improvem ents through planning, com munity education and funding. • Convenient and affordable air transportation service. • Com petitive freight and passenger rail service. • Effective partnerships with state and federal hi ghway agencies to ensure that the com munity is well-served by inter- and intra-state highway s. This chapter includes the transportation goals, polici es and im plem entation strategies that are based on the foregoing elem ents of the Vision Strategic Plan. It presents a discussion of the strategic policy choices and alternatives considered in each m odal plan and how these were synthesized to identify priorities and establish a m ulti-m odal plan to m eet the requirem ents of the state Transportation Planning Rule (Goal 12). This chapter also presents an assessm ent of antic ipated transportation revenues, cost estim ates for multi-m odal transportation projects, priorities for s hort, m edium and long-term implem entation, and identification of unfunded im provem ent needs for the 20-year planning period. A revenue shortfall has been identified and there is discussion of potential new funding sources included near the end of this chapter. Lastly , this chapter iden tifies issues that will require further refinem ent planning to determ ine an appropriate course of action.
