Implementation 5-E(4): Increase enforcem ent of pedestrian safety laws and regulations,
focusing attention on areas of high pedestrian volum es and in activity centers and Transit
Oriented Districts (TODs).
Implementation 5-E(5): Encourage schools, safety organizations, and law enforcem ent
agencies to provide inform ation/instruction re garding pedestrian safety , focusing on accident
prevention and education of roadway users regarding their responsibilities when driving,
bicycling, and walking.
Implementation 5-E(6): Work toward com pletion of street lighting sy stem s on all Arterial
and Collector streets, and facilitate the form ation of neighborhood street lighting districts to
provide appropriate street lighting on local streets.
Air Transportation
GOAL 6: To facilitate the provision of efficient, safe, and competitive movement of people and
goods to and from the Rogue Valley Interna tional-Medford Airport, recognizing the
value of the Rogue Valley International-Medford Airport as a regional resource.
Policy 6-A: The City of Medford shall encourage and s upport the operation, m aintenance, and expansion
of facilities and services provided at or near the R ogue Valley International - Medford Airport that
accom modate dom estic and international passenger air travel services, air cargo, charter flight operations,
and airport shuttle service, while balancing adverse com munity impacts.
Implementation 6-A(1): Encourage the Jackson County Airport Authority to coordinate
implem entation of the Rogue Valley International-M edford Airport M aster Plan , and any
updates, with the City .
Implementation 6-A(2): Provide for transportation im provem ents that increase vehicular,
pedestrian, bicy cle, and public transportation connections to the Rogue Valley International-
Medford Airport, and encourage direct transit service to the airport passenger term inal when
warranted.
Implementation 6-A(3): Prepare for consideration by the City Council, am endm ents to the
Medford Comprehensive Plan that provide for the ty pes and levels of public facilities and
services needed to support developm ent located at or planned for the airport, including
transportation facilities and services, as required by OAR 660-013 “Airport Planning”.
Consider the airport environs as a priority area for providing urban levels of public facilities
and services.
Implementation 6-A(4): Prepare for consideration by the City Council, am endm ents to the
Medford Comprehensive Plan that include the m aps and inform ation required by OAR 660-
013 “Airport Planning”. If the airport spons or does not provide the econom ic and use
forecast inform ation required by the OAR, the City may limit the airport boundary to areas
currently devoted to the airpor t uses described in the OAR.
Implementation 6-A(5): Prepare for consideration by the City Council ordinances to carry
out the requirem ents of OAR 660-013 “Airport Planning”, which require an Airport Safety
Overlay Zone to prom ote aviation safety , if the currently adopted Airport Approach (A-A)
and Airport Radar (A-R) Overlay Zoning Districts are not in com pliance.
Implementation 6-A(6): Prepare for consideration by the City Council ordinances to carry
out the requirem ents of OAR 660-013 “Airport Planning” regarding airport com patibility ,
consistent with applicable st atewide planning requirem ents.
Implementation 6-A(7): Regularly review the Medford Comprehensive Plan Map and Land
Development Code provisions to assure adequate m itigati on of aviation im pacts, and to assure
that land uses near the Rogue Valley Internati onal-Medford Airport are com patible with and
support airport operations, and m inimize noise a nd safety conflicts and com munity impacts.
