o That the types and levels of public faciliti es and services needed to support developm ent
located at or planned for the airport are provided;
o That there is adequate m apping of the airport area as required by OAR 660-013;
o Develop and consider any ordinances necessary to carry out the requirem ents of OAR
660-013 consistent with applicable statewide planning requirem ents. This m ight include
revisions to the City ’s existing Airport A pproach (A-A) and Airport Radar (A-R) Zoning
Districts if these are determ ined to be inad equate to m eet the requirem ents of OAR 660-
013 for the safety provisions of an Airport Overlay Zone;
o Consider land use plans in the vicinity of the airport to m inimize potential safety and
noise related im pacts associated with the airport.

Bicycle System Plan
Although bicy cle facilities are located on several arteri al and collector streets in the Medford UGB, the
majority of streets presently lack bicycle amenities. The facilities that do exist cover only a lim ited
geographic area and, in m ost cases, are disconnected fro m each other. In addition, there is a general
absence of connectivity between m ajor destinations such as schools and em ployment areas, as well as an
absence of such am enities as bicy cle detection devices to facilitate travel through signalized intersections.
Improvem ent of the bicycle circulation system is a key goal of the TSP, as well as the Regional
Transportation Plan’s (RTP) Alternative Measures to reduce relia nce on the single occupant autom obile.
The RTP has established specific targeted benchm arks for incorporating bicy cle facilities (shoulders or
lanes) along the arterial and collector street sy stem in the Rogue Valley region.
Strategies
To enhance bicy cle safety and to encourage the use of bicycling as a viable travel m ode and an alternative
to the single occupant autom obile, the City of Medf ord should im plem ent the strategies identified below.
Priorities for bicy cle sy stem improvem ents as identifie d in the goals and policies for this m ode are to
serve m ajor destinations (such as schools, parks, shopping and em ployment areas) while filling in gaps to
create an interconnected sy stem . Figure 1-5 illustrates a complete bicycle circulation network including
existing facilities, facilities that would be added as a part of the roadway improvem ent projects, and
facilities that will fill gaps and serve activity centers.
• Construct new bicy cle lanes as part of roadway improvem ents.
• Retrofit bicycle lanes onto existing streets by parking rem oval, street widening, narrowing travel
lanes, or providing additional space through other m eans.
• Com plete Bear Creek Greenway path, the Larson Creek Greenway path, lim ited segm ents of a
greenway path along Lone Pine Creek (particular ly near the Kennedy School) and identify other
opportunities for m ulti-use paths.
• Overcom e barriers to bicy cle circulation th rough the use “bicy cle boulevards”, accessway s,
multi-use paths or easem ents, or other creative strategies.
• Evaluate the contributing causes of bicy cle accident s to identify needed street or intersection
improvem ents, such as those affecting sight distance, clear rights-of-way , etc.”
