Previous Work/Background Studies
Overview
The purpose of this chapter is to review existing pl ans and to identify important transportation and land
use issues that need to be considered in the preparation of the Medford Transportation System Plan
(TSP). A variety of transportation studies, trans portation plans, and othe r transportation-related
docum ents have been produced in the past. The relevance of each of these docum ents in relation to the
preparation of the Medford TSP varies widely . This chapter will provide a sy nopsis of the following
docum ents: Oregon Transportation Plan, all Stat e modal plans, 2004-2007 Statewide Transportation
Improvem ent Program (STIP), Jackson County Comprehensive Plan Transportation Element , Medford
Bicycle Master Plan , Jackson County Bicycle Master Plan , 2001-2023 Rogue Valley Regional
Transportation Plan (RTP) and m odal com ponents, Transit Oriented Design and Developm ent (TOD)
Study , Southern Oregon Commuter Rail Study , Southeast M edford Plan , City Center Design Concept ’99 ,
Downtown 2050 Plan , Medford in the 21st Century Vision Strategic Plan , Highway 62 Corridor Solutions
project, South Medford Interchange project, Rogue Valley International-M edford Airport M aster Plan ,
and various other transportation st udies. In addition, the City’s Public Facilities Element of the
Comprehensive Plan contains goals and policies for the city related to transportation. The salient
components of each study are described below.
Summary of Plans
State of Oregon Transportation Plan
The Oregon Departm ent of Transportation (ODOT ) utilizes several planning docum ents to guide
transportation planning efforts a nd transportation sy stem improvem ents in the state. The Oregon
Transportation Plan (OTP) is ODOT' s policy guidi ng docum ent. The OTP and its m odal com ponents
represent the State’ s Transportation Sy stem Plan and drive all transportation planning in Oregon. The
plans provide a fram ework for cooperation between ODOT and local jurisdictions and offer guidance to
cities and counties for developing local m odal plans. The following table lists the different modal plans
that have been established and the y ear the plan was adopted by the Oregon Transportation Com mission
(OTC).
