Executive summary
Responsible artificial intelligence (AI) – the practice
of developing and managing AI systems that
maximize benefits and minimize the risks they
pose to people, society and the environment1 –
is fundamental to sustainable innovation. Many
organizations report benefits from implementing
responsible AI, including improved efficiency and
enhanced customer trust.2 Despite this, research
has found that less than 1% of organizations
have fully operationalized responsible AI in a
comprehensive and anticipatory manner.3 This gap
in responsible AI implementation slows progress,
undermines trust in AI technologies and limits their
transformative potential.
Successful implementation of responsible AI
practices requires actions by business leaders as
well as coordination with policy-makers through
regulatory clarity, aligned incentives and cross-
sector collaboration.This playbook provides nine essential plays across
three key dimensions of responsible AI. Each play
offers complementary actions for the following:
Organizational leaders to

Government leaders to
address ecosystem challenges
Both sets of actions are critical and maximum
impact comes from pursuing them in parallel.
Rather than prescriptive linear steps, the playbook
offers a flexible framework that organizations and
jurisdictions can adapt to their specific context
and maturity level. The result is a practical roadmap
for turning responsible AI from aspiration into a
competitive advantage – driving innovation while
building public trust to enable AI strategies to
