A playbook to advance responsible AI innovation,
informed by AI experts
This playbook is designed to help organizations
bridge the gap between responsible AI principles
and real-world implementation. It emphasizes the
importance of a strong, collaborative ecosystem,
one that fosters public-private partnerships
(PPPs) and international cooperation. Structured
around nine plays, across three dimensions,
the playbook offers practical guidance for
both organizational and government leaders
to tackle the internal and related external
challenges of responsible AI implementation.
While each play outlines coordinated steps and
complementary actions for organizations and
governments, the recommendations should be
considered in the broader context of critical efforts
led by other stakeholders, such as academia
and civil society.The playbook is informed by insights gathered from
extensive research, working group feedback, expert
interviews and input from two in-depth workshops
on targeted responsible AI topics:
–Designing Effective Codes of Conduct (Global AI
Summit on Africa, Kigali, May 2025), co-hosted
with the Government of Japan, with the objective
of identifying effective strategies for public-private
collaboration in designing and implementing
context-specific AI codes of conduct.
–Unlocking AI Innovation through Responsible
Data Sharing (AI Governance Alliance
Community Meeting, San Francisco, June
2025), with the objective of developing practical
approaches to address data sharing barriers.
