The RES Simplify project, conducted by the
Directorate General for Energy of the European
Commission together with renewable energy
private sector players, analysed barriers in
renewable energy permitting, with wind, solar,
hydro and geothermal technologies being the
scope of the analysis.101 It provided EU-wide
recommendations to resolve them, including establishing one-stop-shop, digitalization, and
early public engagement, among others.102 Many
of these recommendations have been included
in the Net Zero Industry Act, although the effects
are not expected to be felt before 2026.103 In
the meantime, case studies from Denmark,
the Netherlands and Finland show how such
recommendations can work in practice.Country/region Planning and timelines complexity
