by consolidating these mandates under a single
ministry, enabling agile scaling-up of food-water
technologies without bureaucratic lag.
Success requires the following:

valuation with clear national goals while
incorporating local feedback, as seen in
China’s national strategy that balances water
conservation targets with provincial adaptations.
