Modern regulation must learn continuously from the manner in which technologies behave in the real world. This requires regulatory sandboxes that allow innovators to deploy new technologies with real users under defined safeguards so regulators can observe risks in practice and translate findings into policy. Oversight must balance discipline with agility. Tight control preserves integrity but slows feedback; open collaboration accelerates learning but risks inconsistency. The challenge lies in whether regulators learn with innovators or after them, and how they can do so without weakening accountability. When learning fails, superficial oversight replaces supervision. If feedback loops weaken, sandboxes become symbolic exercises and co-design turns into lobbying. Insights remain anecdotal, and crises, rather than evidence, drive change.
