Lastly, within existing policy mechanisms,
challenges remain in their implementation and
practical application:
–Geographical discrepancies and lack of
harmonization: For emerging and developing
economies, preserving economic growth is
a competing priority while they are facing
pressures to decarbonize.11
–Lack of policy effectiveness: A global
evaluation of over 1,500 climate policies implemented between 1998 and 2022
identified only 63 successful policy
interventions, reducing total emissions by
0.6 billion tonnes to 1.8 billion tonnes of
carbon dioxide (CO2). Key findings highlighted
the important role of price-based instruments,
such as carbon pricing, and the need for
sector-specific approaches tailored to
economic development levels (e.g. provide
additional funding for SMEs and improve
infrastructure for data collection).12
