busy hours. The New York City programme demonstrates
what it takes to make that shift work in practice: regulation
that enables access, incentives that motivate businesses
and planning that coordinates both. The experience
shows that while the approach can reduce pressure on
streets, its wider use depends on managing operational
hurdles such as noise, driver safety and liability.
