Jessica Salazar, 22, died on March 15, 2004. Her mother filed suit against the county, alleging her daughter had pneumonia that was not treated properly when she was in jail. Malheur County Circuit Court Judge J. Burdette Pratt approved the settlement late last month. The civil case was scheduled to go to trial early next year, and sought $100,000, the limit in Oregon. The settlement was reached between Mary Salazar’s attorney and the county’s insurer. “The county itself, which has continually denied any wrongdoing in Ms. Salazar’s unfortunate death, is not making (any) financial payment toward the settlement,” Malheur County Counsel Stephanie Williams told the Argus Observer newspaper in an e-mail. Salazar, who had a history of methamphetamine abuse, was arrested on warrants at Holy Rosary Medical Center, where she was treated for pneumonia. The medical examiner determined that Salazar’s death was from natural causes, including pneumonia and emphysema, Malheur County District Attorney Dan Norris said. No criminal charges were filed in the case.
