The council will meet at 7 p.m. on Tuesday in the Ashland Civic Center Council Chambers, 1175 E. Main St. In August 2003, the council adopted the Maximum House Size Ordinance governing new homes built in the city's historic districts. The ordinance includes a provision that applicants can apply for a conditional use permit to exceed the maximum square footage by up to 25 percent. Rob and Susan Saladoff won approval from the Planning Commission Hearings Board to build a 3,557 square foot Craftsman-style home on Church Street that is 9 percent over the size limit. The couple has submitted petition sheets signed by neighbors who agree the house is "beautifully designed, adheres to the guidelines of Ashland's design standards and the new maximum house size ordinance, compliments the existing historic neighborhood, and minimizes the impact on the existing historic neighborhood by using sustainable principles." But several neighbors who are appealing the project have submitted their own petition sheets, in which they say, "We believe that size creep destroys the character of the neighborhood and request that existing size limits for this Historic District be enforced." Adding a twist to the case, the Saladoffs purchased the land for their proposed house in the month before the council approved the maximum house size. They could file a claim under Measure 37 that the new ordinance reduces the value of their property. The city of Ashland would be required to compensate them or waive the maximum house size rule. In other business, the council is scheduled to adopt an ordinance setting minimum densities in multi-family zones, present a budget award to the city finance department, have a reading by title only of the canvas of the vote for Ashland and hold a public hearing on an ordinance withdrawing an annexed area from Jackson County Fire Dist.
