The penalty came about because the city didn't follow specific procedures and reporting protocols for laboratory test on sewage coming in to the plant. At no time was the plant effluent (outgoing treated water) compromised, the city said, and there was no impact to the environment. “The city takes these matters very seriously and has begun working with a consulting laboratory specialist to verify all our lab tests, procedures, (quality assurance and quality control), documentation and reporting meet all the requirements of our DEQ-issued wastewater discharge permit,” Mike Morrison, public works superintendent, said in the statement. A routine DEQ inspection found that a test conducted at the treatment plant to measure the carbonaceous biochemical oxygen demand in plant influentwas being conducted without using proper procedures to verify results of the test are accurate.
