--> --> Talent clearing up annexation Ashland Daily Tidings TALENT - City officials are planning to discuss what to do about a 15-acre parcel of land on Rapp Road that was to be annexed in 1996 and never was. Glenn Tiffany, a real estate broker based in Ashland, represents the owner of the property, and asked the council last month why the annexation has not been completed in five years. "For some reason the annexation was never completed, probably because of a lack of incentive from the applicant's perspective as a result of the construction moratorium ...," City Planner Kevin Cronin said in a memo to the city council. "Essentially, the problem stems from poor record keeping of files in 1996." The annexation went through all the established procedures for annexation in 1996, but the final approval was never granted, according to city records. Now the City Council must decide whether to ratify the annexation based on what evidence is available or to have Tiffany go through the annexation process again without charging the required fee. The city council meets at 6:45 p.m. Wednesday at the Talent Community Hall, 206 E.
