Are they runaways? Kids out on a lark? Crime victims? With resources already stretched, it's tough to invest officers' time pursuing what rarely turns out to be the last of those three possibilities. And, yet, the system seems predisposed to consider a missing teenager to be a runaway, leaving families and friends feeling frustrated and abandoned in cases like that of Hannah Thomas-Garner, an Ashland High student who has been missing since Nov. 30. Thomas-Garner, an honors student with no history of disappearing, apparently made plans with a friend to run away. But her car was later found damaged in Northern California. Inside was her cell phone's SIM card, which would have allowed her to be tracked if she used her phone. She has made no contact with friends or family since. Because someone going missing is not considered a crime, police are not even able to have forensic evidence from her car analyzed. There are too many other cases piled up to take on what might turn out to be a runaway teen. Police are not cold-hearted ,and Ashland police have made efforts to locate her, but that's no simple task. They can't personally scour California or expect other agencies to make it a priority. Thomas-Garner may turn out to be a runaway, but this case has a bad feel.  We have to hope for the best — and also hope police realize it could be the worst and respond accordingly.
