--> --> DMV adds new requirements for obtaining licenses, Ids Ashland Daily Tidings Requirements for obtaining an Oregon identification card or replacement driver's license will be tighter beginning Jan. 1, according to Oregon Department of Transportation officials. Identification cards and driver's licenses issued by Oregon Driver and Motor Vehicle Services (DMV) offices will go only to people who live in Oregon. Offices will require proof that an applicant is an Oregon resident. Documents to show residency include a bill, checkbook or canceled mail printed with the applicant's address, as well as a voter registration card. People who apply for a replacement driver's license or identification card also will undergo increased scrutiny for proof of identity, ODOT officials said. "When a person comes in for a replacement driver license of ID card, we'll do a comparison with the digital photo we have in our system. If we don't have their photograph on file, we'll ask them to bring in another proof of identity," said Lorna Youngs, ODOT deputy director for DMV. Acceptable documents showing proof of identity include an original or certified copy of a birth certificate, a photo identification card issued by a government agency such as the armed forces, a passport, an alien registration card or a valid state or Canadian identification card. The changes are a result of legislation passed by the 2001 Oregon Legislature prior to the Sept. 11 terrorist attacks. The changes were made to reduce fraud and enhance security, according to a statement from ODOT officials. Currently, 75 percent of DMV customers have a photo on file. People with a digital photo license, which has the photo printed on the face of the license, likely have a photo on file.
