The head-on collision on U.S. 26 closed the westbound lanes for about six hours. Yasuko K. Wilson was unconscious when doctors at Legacy Emanuel Hospital & Health Center delivered a 5-pound boy, who was not injured. Beaverton Police said the accident happened when Lenon Duncan Brogan suffered a diabetic reaction to low levels of blood sugar and drifted across the median and struck head-on a car driven by Charles Wilson, 35, of Beaverton. Wilson was flown to OHSU Hospital where he was listed in critical condition with head and arm injuries. The Wilsons' two-year-old daughter, Namie, was treated for bruises. Brogan, 51, of Auburn, Wash., was flown to the same hospital where he was listed in fair condition. Clark reportedly was climbing in a party without an experienced guide. Eugene's smoking ban takes effect EUGENE - A ban on smoking took effect over the weekend, forcing Eugene's smokers to puff on the sidewalk outside the city's bars and restaurants. The Eugene City Council approved the law last fall and it went into effect Sunday. Business owners or customers who violate the law can face fines up to $500. Last week, state lawmakers declined to exempt adult-only businesses such as bars and taverns from existing local smoking laws. The law also bans smoking in the workplace. Many business owners Sunday took advantage of a provision allowing a six-month extension for those who pledge to add outdoor seating. Man killed by police fire BEAVERTON - A Beaverton man was killed Sunday by police gunfire after he allegedly threatened officers with a knife. Sengsadaphet Phongsavanh, 29, charged down a hill toward three Beaverton police officers wielding a knife over his head and making a stabbing motion, said Officer Mark Hyde, police spokesman. All three officers fired at Phongsavanh, who was killed instantly, Hyde said. The three unidentified officers have been placed on administrative leave while Beaverton police, the Washington County Major Crimes Team and Oregon State Police investigate, he said. Hyde said police went to the 204-unit Overlook Apartments after a resident called to say a man was threatening others with a knife. Hyde said Phongsavanh matched the description given by the caller. All three officers fired several shots at the man from less than 30 feet away. Phongsavanh fell to the ground; he either slipped or was shot. Phongsavanh got up and ran at the officers in the parking lot again. Officers fired several more shots. Phongsavanh fell to the ground in the parking lot and died less than 10 feet from two officers, Hyde said. Rooster wins crowing contest ROGUE RIVER - All Anthony Sprague had to do to win $150 was get his rooster to crow more than anyone else's bird. That wasn't hard. With 49 squawks, Sprague's English bantam, Splash, beat 44 other roosters and took the prize Saturday in the 48th annual National Rooster Crow Championship. "He's just a regular crower," said the 11-year-old. "At home, he crows all day long." But last year's crow champion, Love Machine, couldn't find his groove. He managed to get out 17 crows, a lot fewer than last year's winning number of 36. - Associated Press Email your...
