Ashland accounted for very little of that increase — only 40 people — but that was due at least in part to the city reporting only a portion of its household types. According to Portland State University's Population Research Center, Ashland's numerical change includes group quarters, such as college dorms and nursing facilities, but does not include data on new housing units. The PSU center released its preliminary 2014 population estimates for Oregon counties and cities last week. The data was gathered from July 1, 2013, to July 1, 2014. Jackson County's population increased by 1 percent. The county was one of seven to add at least 2,000 people. Washington and Multnomah counties grew the most, by 9,500 and 9,200, respectively. Statewide, Oregon's population grew by 43,545 people to 3.96 million, a 1.1 percent increase. Risa Proehl, the PSU research center's population estimates program manager, said Jackson County's population increase is largely unaffected by birth or death rates. "The majority of the population increase is due to in-migration," she said. (Clarification: This quote has been updated to correct a misheard word.) The growth rate has continued to accelerate countywide since 2010. In 2010-11 and 2011-12, Jackson County saw a growth rate of about 0.3 percent. That increased to 0.8 percent for 2012-13 and 1 percent for 2013-14. Proehl said the growth is largely due to a gradually improving economy. During the 2012-13 year, there was an addition of more than 5,000 voters, compared to the less than 200 seen in 2011-12. Not surprisingly, Medford saw the greatest leap for all Jackson County cities in 2013-14, with 730 new people. Butte Falls and Jacksonville didn't report, so estimates remain unchanged, Proehl said. Gold Hill's population remained unchanged. “If a city does not send us current information, we hold its information constant to the previous year,” Proehl said. "We might not have the total picture." Josephine County saw an estimated growth of 145 people, or a 0.2 percent population increase for 2013-14. During the previous year, it gained 40, or less than 0.1 percent. The methodology is based on natural increase, or birth numbers minus death numbers, and net migration, or people moving in minus people moving out. Researchers said the estimates consider birth and death numbers, changes in the number of housing units, people living in group quarters, students enrolled in public school, labor force data, Medicare enrollees, state and federal tax exemptions, state driver's license holders and various other administrative data.
