The measure, backed by local members of Health Care for All Oregon, calls on the Legislature to follow the results of a study on health care funding that lawmakers authorized in 2015. Essentially, the 2015 bill directed the Oregon Health Authority to determine the best way for the state to pay for universal health care. For some, single-payer, universal health care is the best way to deliver care at the lowest cost. To others, it's a pipe dream that will never come to pass. The Affordable Care Act, popularly known as Obamacare, fell well short of that ideal, because it preserved the system of private insurance and for-profit care while attempting to extend coverage to everyone with the government's help. As a result, thousands of people now have coverage who didn't before, but costs are going up. Individual policy-holders will see double-digit premium increases in 2017. It's doubtful that the Oregon Legislature can agree on a single-payer, government-financed health care system separate from the Affordable Care Act, but it may well be that state-level initiatives will have more success than the national reform effort did. The measure approved Tuesday for the local ballot has no legal power, but it would send a message to lawmakers that Ashland residents want more than the ACA has delivered.
