Stevens There have been 21,316 fewer applications for medical coverage through the *Oregon Health Insurance Marketplace (OHIM) this year, a decline that comes as health care costs continue to outpace modest cost-of-living gains. Furthermore, while 60% of those who enrolled with OHIM this year will receive financial assistance, this nevertheless represents a 20% decline compared to 2025. The enrollment patterns highlight the growing challenge of expired federal premium tax credits, which resulted in higher premiums for many consumers.   Many Opted to Forgo Coverage Middle-income households no longer qualify for the same level of financial support, and increased premiums led many individuals or families to delay enrollment or forgo coverage altogether. Particularly hard-hit were people who are 200% – 400% of the federal poverty level, as monthly premiums skyrocketed by $90 – $165. “Many people faced difficult choices about affordability,” says the director of OHIM, Chiqui Flowers. Health insurance premiums in Oregon were set to increase by a weighted average of 9.7% in the individual market, with plan increases from 3.9% to 12.9%.
