First, the council unanimously changed the zoning on two tax lots on this road from farm residential to commercial highway. The zoning change will allow Lenny Neimark, of Ashland, to transform these two lots, which equal 5.9 acres, from the last remaining corner of the Pyle Farm to a self-storage facility and a drive through coffee stand. Denis Murray, one of the city’s planning directors, told the council and the small audience at the meeting that the planning commission had already given its approval to the project slated for 3850 Fern Valley Road. In order to come to fruition, it now only needed the city council to amend the zoning distinction for this part of town. “It looks pretty cut and dry to me,” Councilor Dean Martin said. In addition to the hearing in front of the planning commission, Neimark said he has also hosted a neighborhood meeting in order to ensure that the community endorses his proposal. “In general, everyone seemed to be pleased with it,” he said. “We’ve gone out of our way to fit into this neighborhood.” Neimark plans to build a 99,850-square-foot self storage facility as well as a 27,417-square-foot outside RV and boat storage area on the lots. There will also be a 5,130-square-foot manager’s office and apartment and a 350-square-foot drive though coffee stand. Later in the hourlong meeting, City Planner Jeannell Wyntergreen announced that the Oregon Department of Transportation would be conducting a land use and transportation study to determine what the traffic impact by the proposed Home Depot on Fern Valley Road would be. Wyntergreen said a private traffic analyst from Portland would be hired to model what impacts a Home Depot and other potential development would have on the traffic patterns of Fern Valley Road. Phoenix Mayor Vicki Bear said this study would determine the “alternatives and options” for the new interchange to be connect Fern Valley Road to a new Home Depot. Wyntergreen said the study was slated to begin this October and be finished by November of 2006. She said the construction of the new interchange would then be ready to go to bid by early 2007.
