Councilors whizzed through the light agenda, appointing someone to the planning commission and passing a handful of resolutions Wednesday night before holding a quick executive session to discuss personnel issues. Peter Hille was selected to fill the final vacancy on the Talent Planning Commission. A manager for the Ashland-based Sky Research, Hille has resided in city limits for a year and lived near town for three years prior to that. He takes the seventh seat on the commission, which has been troubled with at least five resignations or retirements in the last year. In what Mayor Marian Telerski called a “housekeeping” item, the council approved a new ordinance that will automatically adopt revisions to the Oregon State Building Specialty Codes. In the past, the council had to approve the new codes every year and repeal the previous version, according to City Manager Betty Wheeler. The state adjusts building codes annually, meaning the new city ordinance will eliminate some work. Among the resolutions passed, the councilors approved an ordinance that sets the current city building fees as the fixed rates. Most fees have stayed the same over the last several years, Wheeler told the council, but the city attorney recommended the council adopt them to make the costs official. Changing the fees in the future will now require council action. Councilors also approved resolutions to support the agenda of the State Housing Alliance, an organization the city joined in mid-January, and to adopt the updates to the city’s emergency management plan. In addition, the city council accepted the transfer of assets along the Front Street right-of-way back to the city. The Talent Urban Renewal Agency took control of the property and completed an enhancement project to the area, adding sidewalks, a hedgerow, curbs and gutters, as well as repaving the street. Urban renewal will pay for the upkeep of the landscaping for one more year, even though the property is now the responsibility of the city.
