--> --> Understanding the rules of the road Ashland Daily Tidings Some of the most misunderstood rules of the road deal with interactions between cars and pedestrians. The bottom line is both pedestrians and vehicle drivers must exercise due care when using the streets. Here are a few clarifications, with concrete examples provided by Ashland Police Department Traffic Officer Steve MacLennan: · Failure to yield to a pedestrian - A driver of a vehicle is proceeding out of the downtown in the center lane on East Main Street and is approaching the First Street intersection. If a pedestrian steps off the curb on either side of the street the driver of the vehicle needs to stop. However, if the driver is on the opposite half of the roadway that the pedestrian is heading, the driver does not need to stop. · Passing a stopped vehicle at a crosswalk - A driver of a vehicle is proceeding out of the downtown in the center lane on East Main Street and is stopped at the First Street intersection for a pedestrian. Any other vehicle that approaches from the rear must stop even if the pedestrian has not yet stepped off the curb. · Pedestrian failing to yield to a vehicle - A pedestrian walking along a roadway or at a marked or unmarked crosswalk cannot step off the curb without exercising due care with the passing vehicles. · Violation of the maximum speed limit in an urban area - If an operator of a motor vehicle is passing Briscoe Elementary School on North Main Street and Laurel Street on a Saturday afternoon and there are children playing on the front Lawn of the school, the speed for the area is 20 mph as posted on the signs. · The meaning of "When children are present" - When passing school grounds, children are considered present at any time and on any day when children are in a place where they can reasonably be expected to be visible to a person driving a car through the area.
