HR. KENNEDY, of course, is extremely well connected in all fields
of life and has expressed himself ae being ready, willing and
able to do anything he possibly can tolaelp the Bureau. Should
the Bureau have any problems in any field, domestic or 1n0P&t1CK;l,

fear that your testimony might establish a dangerous precedent. He
asserted that under the circumstances your action in testifying was
so extremely well done it had a great beneficial effect upon that issue

Recently, Hr. ICENNEIJY has been studying the operations and expenditures ;
of the Department of Defense in connection with his duties as a member r
of the commission headed by former President HERBERT HOOVER, and he has ,5 -been shocked. at the serious waste and misnmnagenrerrt of funds. He stated
"that the deeper he delves into the matter, the more he &;'J'pierTi&Lt5 your ,
work as Director and the Bureau's accomplishments; for, by comparison,
the Bureau is one of the fen federal organizations that is operated
efficiently, said I-ir. IOZIINEDY.
I thought you would like to have these comments from one who has been

Dear Mr. Hoover:
On July 1 I had the occasion to spend some time
with Mr. Kennedy. _ i

I had met many many people who are great admirers i_
of yours, but I believe that Hr. Kennedy is the most vocal 92?-and forceful admirer that.I have met. I found him to be a92,' _;
forceful, outspoken gentleman who takes great pride in his~92;
friendship with you. 92 ,5;'~ ii. 92.;, 'as of possible interest, he mentioned that Presieé
Eisenhower had requested the Hoover Commission to investi it =
gate CIA. Mr. Kennedy advised that General Man: Clark woudY'*gprobably head up their investigative efforts. He also ini:? i
'cated he was leaving for Euro e in just 1p a little over a we@i_ I
and left the inference he expects to do some incuiring cor@' '
cerning CIA while he is abroad. He also advised it was his
personal thought that President Eisenhower had asked the
Hoover Commission to make this inquiry to forestall an inves-
tigation into CIA by Senator KcCarthy.

within the Boston Division for law enforcement officers,
He provided considerable literature and material relatingf
to guns and firearms in general for each of the 65
registered officers and in addition assigned a member of
his technical staff to be present at the school for one
full day to examine the guns of zhe officers and to make
adjustments. .
Each of the above gentlemen has extensive contacts, both
domestic and international, and will be happy to serve
the Bureau as conditions require.

father of United States Senator JOHJ F. KENNEDY of Massachusetts
He is an outstanding financier and industrialist and highly
regarded in business, governmental and professional circles.
He presently serves as a member of the Commission headed by
former President HIRBBRT HOOVER in connection with the reorganiz
tion of various Governmental bureaus. He is a close pessonal
friend of the Director and the Bureau.

on 2-25-55 Miss Phyllis Gardner of the white House requested a
name check concerning Joseph Patrick Kennedy, former U.S. Ambassador to
sGrest Britain, who is being considered for appointment to the President's
{Commission on Veterans Pensions. Bufiles reflect no complete investigation
Phas been conducted concerning Kennedy; however, in Ray, l9Sl, Bureau con-
ducted limited inquiry requested by Lepartment concerning allegation that
Kennedy, then owner of Merchandise art Building in Chica5o,;Illinois, gave
$100,000 for removal of Government offices from building. The complainant
claimed allegation was received by him from a friend, who when_contacted
by Bureau denied furnishing same. As no specific facts were developed,
inquiry was closed on 6-T-51 at request of Department. Due to vagueness
of allegation and lack of facts developed, this information is not being
furnished to White House, 8-21,02!
Bufiles reflect that according to 6-l-39 issue of "Foreign
Observer" published in New York City, Kennedy, then Ambassador to Great
Britain, was making statements to members of British Government regarding
appeasement of Axis powers,which statements were allegedly confusing the
British Government and questioned his ability to remain as Ambassador. _

Bureau vas advised that Inga Arvad, subject~of-Internal Security and
Espionage - G investigation, had been carrying on an affair with JohnaF.
Kennedy son of-thesambassador!,-then-an-Ensign~in"tho*U;Sr"Eavy. During .
above investigation it was determined that in~February,l9u2, Arvad had
spent several weekends with John Kennedy in a hotel room in Charleston,
south Carolina. Investigation regarding Arvad-was closed in l9h5 as no
r '- 4subversive or espionage activities were deterhined. John F. Lenneoy _s ,

source of unknown reliahity furnished information indicating that Jamesy I
Rooseveit, prior to the repeal of prohibition, had secured U.S. liquor
rights from England on basis his father was President. Due to pressure

In February, 1956, Mr. Joseph P. Kennedy made
available to the Miami Iice a letter addressed to his
son-in-law, Sargent Sch:-iver, who was 1'-resident of
Education, Chicago, Ill. , which indicated a_

family. Mr. Kennedy made no request for any actionbut turned it over stating he felt the Bureau ought to hav@
a record of this person. The Miami Office was advised

retained in the Anonymous Letter File. Upon return
of the original letter, it was to be returned toMr. Kennedy and no mention was to be made to I

who is in charge of speeches. You might say that I have
asked you to do this with the idea that there are many
thoughts in this article that Jack could be using as he
goes around the country talking to audiences who are
completely sympathetic to your ideas, but who lack the
imagination as to how to put them into effect. It just
might do some good.

I was sitting next to Eisenhower: pal, George
Hen in the Palm Springs ball park and Ike was sitting:
next to George. I told Allen I "suspected Eisenhower was;
fond of President Kennedy."
"You're right." said Allen. He thinks Kennedy's a
great guy-but wait a minute! Maybe I might be pulling

Later on I dropped by to visit former Ambassador.
Joseph P. Kennedy at the Marion Davies home near
Tm-IiSk C01-mu?! Club. I told Kennedy what Allen had
said about Eisenhower's reeling towards his son.
Kennedy grinned broadly. -
"T really believe Eisenhower thinks a lot or Jack." he
said. I know one thing for sure. Jack thinks a lot or him,
and always has."
The 72-year-old Kennedy had played 18 holes of golf
with Tony Curtis across the street at Tamarlsk. He later
iwent to the mineral baths in Palm Springs.
Now he was back home and relaxing ln a sports
shirt and Bermuda shorts. This is a '12-year-old who
doesn't look his age. He's pretty much a fast moving race

motion picture industry, this was his first visit to the
Palm Springs area. -
Now that his son ls ln the White House it is getting
so Kennedy doesn't have much privacy anynrorc. Corn-

Jack put it on the map. The Kennedy: have homes there
which once had privacy. But now when the President
goes back there Hyannisport ls over run with newspaper-

It ls the same way with the Kennedy home In Palm
Beach. So the elder Kennedy came over here to get away
tram it all, play golt and rest up for a couple or weeks.
Police were guarding the home the first day. which didn't

I RRITISH LAW and the vaunted British Justice

D. Roosevelt and Winston Churchill so that Tyler
Kent, a patriotic clerk in the American Embassy,
could be sent to prison and thus muzzled for seven
years. By the time he got out Roosevelt was dead and_ a conspiracy of silence by the "court-5."."f.'.t' C historians in both countries had

Kent was tried in the Central
Criminal Court in Old Bailey in Oc-
tober, 1940.
Admittedly he piifei-ed Embassy
documents of no money value all of
which had been returned except
some which were in his squalid liv-
ing quarters when a raid occurred.
He insisted that he had a patriotic
PEG : -duty to communicate information
out of these document: to members
of the U.S. Congress and thus, to warn the American
people that Roosevelt and Churchill were carrying

Ambassador .ioseph Kennedy had quit the jobi
by the time Kent went |5o""tr'Ia.l. He had professed to,
oppose our embroilment in war and the crool-ted¢.
gschemes called Lend-Lease. For a long time Kennedy
got credit for moral courage in quitting in protest
against LendLease. But it is not clear that this was
why he quit. And he certainly threw Kent to the
wolves -in circumstances which muzzled the only oneI who tried to alarm public opinion at home. lti

Although Kent was entitled to diplomatic im-
mnnlty, Kennedy disowned him and the British court
and the British equivalent oi our Department of
Justice gave him the works in a trial more secret
than open. The text of the messages between Roose-
velt and Churchill never was entered on the court
record. There were 500 of these in the Kent case, but
Churchill admits that there were more than 3,000.
Most oi them--written prior to May, 1940--were
an outrageous violation of law and protocol between
nations because Churchill was not the head of the
British Government at the time. Thus Roosevelt was
really undermining the official British Government
to make a stealthy deal looking to the day when
Churchill would become Prime Minister.
Married and Vanislsecl
After the second war, Kent came home, married
a wealthy woman and vanished. Kennedy then tried
to discourage discussion of the Kent case and his
own negative purl in it by insinuating that there was
somcthinyz-"wrong" with Kent's morals. But Kcrit

By a strange windfall the Yale Universi libraryacq'tTi?E"5 transcript of the trial record. I,
it is incomplete because the Embassy refused to pro-
duce hundreds of documents which might have
helped Kent to establish the patriotic purity of his
motive. The British court embraced technicalities
which nullified, but only for this particular instance,
the ancient immunity of jimbassadors and all Em-
,bassy staff from prosecution. But the same court re-
fused to apply the same innovation to the documents
which Kent asked tor. They were inviolate. -
The son of a minor American diplomat, Kent had
lived most of his years abroad and had been in Mos-
cow until he was transferred to London. He then tried
to get "another transfer to Berlin, but prosecution
made little out of that except probably to infuriate
the jurors against Kent.
Kent had met a young woman, Anna Woiiroit,
the daughter oi an Imperial Russian admiral. Pos-
sibly she sought him out. She and her father were
naturalized English citizens, but Anna ha-ted Com-
munists and joined the British Fascist movement
and introduced Kent to some of its members. It ap-
peared that she did communicate with Lord Haw-
I-Iaw, the American from Brooklyn, whose mockine;
broadcasts from Berlin infuriated the British so
badly that they hanged him in London after the war
notwithstanding his American citizenship. But Kerit
did not communicate with Haw-Haw and moreover
the United States was neutral throughout his activa-
ities in London.
As the trial ended Kent complained that the
court had not allowed him to put in a letter from
the Crown admitting that the prosecution did not
intend to claim that he had any part in Miss Wol-
Koi'i's communications with Germany. The justice then
let him read a copy of such a letter and read it him-
sell. But this was_after the verdict and it was not

And it was conceded that none of the documents
gave military or naval information which would have
been useful to Germany.
Joe Kennedy's variable -attitude toward Roose-
velt and his war remains a mystery. He openly pro-
fessed to loathe Roosevelt after his Embassy hitch.
But his treatment of Tyler Kent drew a -permanent
iron curtain across a conspiracy to involve the United
States in a war which was none of our businessas

Dear Mr. Kennedy:
I have no desire to harm an Irishman, and certainly not a Kennedy,
or to work against the U. S. A. , which I love so dearly. But, I do
not intend to have my identity taken from me, nor my life, my freedom,
or my money I'm entitled to.
Knowing how persons with immense power are frequently forced to
hire others, blank check style, to get important jobs done, I do not
hold what happened to me, against you. I am quite ruthless, myseli.
However, I won't stand still for the perpetuation of the error, by those
inimical to us both. .
From the beginning, I would have been on your team, and I have every
reason to believe it would have been your desire, also, if you had not
been denied the truth.
First, I am one of America's "best known and beloved women, " highly
respectable, of high status locally, and internationally, even without
money, and in brown skin. '
I have more power than you, even now, although penniless, jobless,
and living on the charity of friends and relatives, with D. C. claiming
"a question of my identity and citizenship. " And, even after fraudulent
imprisonment by some communist controlled lower echelon, far removed
and unknown to you. I
It pains me to see JFK suffer and stand helplessly by, while our way of
life is eroded away, when he is so talented, full of heart, and patriotism
I was born and reared as English and Irish, and understand his feelings
quite well. But, I will sacrifice him, you, the whole Kennedy clan, and
every man, woman and child on U. S. soil, before I'll give an inch in exercising

Before writing this letter, I have laid the necessary groundwork to battle
you or to join you, whichever you choose. I would prefer to join you, but
not in sacrifcing myself, my person, my freedom, my identity, or any
money or entitlements accrue_ing to me by birth. Since you like power,
Id suggest you join forces with me, and throw the weight of the Kennedy
name behind me, not against me. I, as Kaiserine to all Germans, and
descendant of Catherine the Great to all Russians, with entire underworld
and law enforcement cooperation and protection, Queen Elizabeth just
becomes a mere Scottish lass and the British throne a decayed item that
should have been destroyed like the British Empire, long ago.
As Umberto will tell you, the House of Savoy considers it the British
throne! negligible, as does Catherine of Aragon's heirs, such as I.
I ask nothing but the right to earn my own living, in freedom, and to
direct and control my own life and affairs, myself. Otherwise, you have my
entire cooperation & loyalty. Please have JFK open the doors to the Iron
Curtain I've been placed behind, along with Freedom fighters from all
over the world, who love and fight for and with me.

Joe Kennedy had to walk alone in his early days
at Harvard when the term no Irish need apply" was
still an echo it not an actual phrase in the advertise-
ments for hired help in New England and New York.
He was so good-looking in his fties when I began to
know him that I believe he must have been a very
devil in Harvard. Kennedys were not welcome at
Harvard then, but Joe was so successful on his merits
that he could take pity on Arthur J. Goldsmith and
introduce him and underwrite him to a quite sur-
prising success among the upper orders of the time.
Goldsmith later became the kapok dragon of the
Waldorf Tower, with a sinister apparatus of letter-
head political fronts which bulldozed candidates in
the outback and elected or defeated senatorial can-
didates by the clever use of a few thousand New York
dollars in West Virginia, Montana, and Vermont. 5
The story of the organized determination oi the
whole Kennedy tribe to clcct first, Joe J r., and after
his death, Jack, to the presidency is a myth. Likq
many families these Kennedys had a fearsome rep-
utation as-lrids in Bronxville as a wild, noisy gang.
The boys fought the girls and the girls fought back.
They screamed and squalled and threw things. Who-
ever got to the bathroom first in the morning had to
deiend it, and whoever wanted a certain tie or pair
or socks had to prevail by conquest.
But Jack can telephone Joe for the last word on
politics and economics and whatever his enemies may
say of Joe they can-t say he has anything against
riches or capitalism or in favor or Moscow or the
intellectuals of the British Foreign Office who often
turn up in the 1e_e of the Kremlin.
Schlesinger? Murrow? Bowles? Galbraith?
Keynes?
They will not prevail while the elder statesman,
the old man oi the clan, is as close as the phone at
Jack's elbow.

use and consideration. She sent the Attorney General a card,
feeling he would be the easiest one in the family to reach.
She advised that a few weeks ago she read in the news=
paper that former Ambassador Kennedy had entered a rehabilita-
tion center in Philadelphia, Pennsylvania. She knows this
rehabilitation center to be located at 8801 Stanton Avenue,
Philadelphia, Pennsylvania. She feels that the Kennedy family
should consider taking Hr. Kenned out of this rehabilitationcenter this i stated friend, I
