Policy 2-I: The City of Medford shall prom ote transportation safety .
Implementation 2-I(1): Maintain an inventory of traffic control devices (i.e., traffic signals,
signs, striping, and m arkings).
Implementation 2-I(2): Require m aintenance of sight-distance areas adjacent to
intersections and driveway s, to keep clear of fencing, landscaping, foliage, etc. that could
obstruct the view of m otorists, bicy clists, and pedestrians.
Implementation 2-I(3): Actively enforce m otor vehicle codes related to transportation
safety .
Implementation 2-I(4): Prom ote traffic safety education and awareness, em phasizing the
responsibilities required of m otor vehicle drivers, in order to reduce the per capita number of
motor vehicle accidents.
Street System – Parking Management
Policy 2-J: The City of Medford shall prohibit on-street parking on Arterial and Major Collector streets
in order to maximize the capacity of the transportati on sy stem except in the Downtown Parking District,
in adopted Transit Oriented Districts (TODs), or where perm itted through the developm ent and use of
special plans adopted in the Medford Comprehensive Plan .
Implem entation 2-J(1): Rem ove existing on-street parking in preference to widening
Arterial and Collector streets to gain additiona l travel lanes, bicy cle lanes, and sidewalks,
except where on-street parking has been dete rmined to be essential through special plans
adopted in the Medford Comprehensive Plan.
Im plem entation 2-J(2): Expand the Downtown Parking district boundaries to be consistent
with the CBD overlay boundaries and m anage as a financially self-supportive operation.
Policy 2-K: The City of Medford shall m anage on-street parking in the Downtown and in other adopted
Transit Oriented Districts (TODs) to assist in slowing traffic, facilitating pedestrian movem ent, and
efficiently supporting local businesses and residences consistent with the land use and m obility goals for
each street.
Implementation 2-K(1): If necessary to preserve the supply of on-street parking in
residential areas for use by residents, restrict the overflow parking of nearby employment
centers, entertainm ent venues, schools, or ot her institutions through use of a residential
parking perm it program .
Implementation 2-K(2): In areas where dem and exists, provide on-street carpool and
vanpool parking spaces and/or loading zones having preferential location/tim ing over general
purpose on-street parking spaces, giving considera tion to locations where on-street parking is
needed to support an existing business district.
Policy 2-L: The City of Medford shall require an appropriate supply and design of off-street parking
facilities to prom ote econom ic vitality , neighborhood livability , efficient use of urban space, reduced
reliance on single occupancy motor vehicles, and to make certain areas, such as Transit Oriented Districts
(TODs), m ore pedestrian friendly .
Implementation 2-L(1): Require a m inimum and m aximum num ber of off-street parking
spaces based on the ty pical daily need s of the specific land use ty pe. A parking space
maximum standard assures that unnecessary consum ption of land area is avoided. Designate
areas of the City where no off-street parking would be required.
Implementation 2-L(2): Set prices for city -owned public parking facilities to a level that
discourages employees from using single occupancy vehicles to com mute to work, and that
reflects the relative dem and for parking and th e cost of constructing, m aintaining, and
operating such facilities. Offer free or discount ed prices for carpool parking in public parking
facilities.
Implementation 2-L(3): For off-street lots over three (3) acres in size, require street-like
features along m ajor driveway s and safe pedestrian access facilities between the street,
locations within the lot and buildings.
