Implementation 2-G(3): Support and assist the efforts of the Rogue Valley Transportation District in m aintaining a regional trans portation dem and m anagem ent program , which includes such com ponents as a rideshare m atching program , carpool/vanpool m atching, park- and-ride lots, and inform ation regarding transit service, bicy cle routes, telecom muting, etc. Implementation 2-G(4): Participate in public outreach to raise awareness about the use of transportation dem and m anagem ent (TDM) stra tegies, such as periodic newsletters for decision-m akers, em ployers, schools, organiza tions, and individuals; inform ation handouts at appropriate public events; advertising a nd public service announcem ents; school outreach; services for em ployers; and recognition for TDM efforts. Actively market to groups having the greatest potential for reducing single occupanc y vehicle trips, such as large em ployment sites and com muting students. Implementation 2-G(5): Encourage school districts to prom ote and utilize walking, bicycling, and school busing whenever possibl e to reduce m otor vehicle trips needed to transport students to and from classes and events. Street System – Transportation System Management and Safety Policy 2-H: The City of Medford shall m anage and m aintain the transportation sy stem in an efficient, clean, and safe m anner. Implementation 2-H(1): Require Traffic Im pact Analy ses (TIAs), as appropriate, in conjunction with developm ent applications to assess im pacts on the existing and planned transportation system , and require transportation sy stem improvem ents that are identified through the TIA or by other Municipal Code requirem ents as a condition of approval of developm ent perm its and land use actions. Implementation 2-H(2): Utilize access m anagem ent, including access location and spacing, to increase the capacity and safety of the transportation sy stem . Incorporate access managem ent techniques, such as raised m edians, access m anagem ent plans, driveway consolidation, driveway relocation, and cl osure of driveway access, into Arterial and Collector street design and developm ent applications. Implementation 2-H(3): Continue to m odernize the traffic signal sy stem and improve its efficiency by ultim ately connecting all signals to the centralized traffic control center. Employ traffic signal tim ing plans that m aximize efficiency during different time periods. Provide a program to identify locations for new/m odified signals. Implementation 2-H(4): Utilize Intelligent Transportation Sy stem s (ITS) such as real-tim e traffic monitoring cam eras and m anagem ent projects, that provide m otorist inform ation and incident response/clearance program s, to alleviate traffic congestion. Implementation 2-H(5): Provide adequate funding to pr eventatively maintain and manage public paved surfaces, sidewalks, bikeway s, bridg es, traffic control devices, street lighting, etc., at the lowest life-cy cle cost. Implementation 2-H(6): Provide a street cleaning program that uses best m anagem ent practices (BMPs) to reduce im pacts on air and water quality from street debris.
