There has been no evidence produced through
investigation to suggest that either subject MICHAEL LEE PIAET or
WILLIAM RUSSELL MMTIX were, or have ever been, involved in any
organization promoting violence, hate, or survival in the
confrontation with an adversary. There was no prior criminal
recordM1
any large of money or other assets. It
appears that they were able to spend the spoils of those bank
robberies attributed to them through seemingly reasonable
purchases and expenditures, consistent with the means of small
business owners. Review of unsolved small business robberies and
drug dealer rip-offs in the location of their past comon
residence has failed to identify any events which would give
credibility to their respective stories of past crimes. There
remains the real possibility that another person or persons
_participated in one or more of the bank robberies known to have
been comitted by PLAIT and Mmmlx, but examination of physical

Investigation leading to captioned incident was
predicated upon receipt of information identifying a 1979
Chevrolet Monte Carlo vehicle as being used by bank robbery
subjects in the robbery of The Barnett Bank, 13593 So. Dixie
Highway, Miami, Florida, on March 19, 1986. These subjects
 identity unknown at the time! had stolen the 1979 Monte Carlo on
March 12, 1986, at Miami, Florida. Investigation between March
19, 1936, and April 11, 1986, of previously unsolved bank
robberies/armored car heists in the south Florida area determined
that the individuals using this stolen automobile were directly
responsible for two armored car robberies, two bank robberies,
two attempted homicides and one apparent homicide
 victim missing!, as well as being suspect in other robbery

A brief narrative of the robberies attributed to captioned
subjects through investigation up to 4/11/B6 is as follows:
1! On October 10, 1935, at 12:30 p.m., one assailant
with one getaway car driver  possible third passenger in the car!
approached a guard of the WELLS FARGO ARMORED CAR SERVICE,
serving WINN DIXIE, INC., 7930 Southwest 104th St. Miami,
Florida, ordering the guard to "rreeae," simultaneous uith this
command the assailant wounded the guard with a blast of 12 gauge
00 buckshot, while the subject s! in the getaway vehicle fired
handgun and shoulder weapons at the armored car couriers.
Subjects made getaway without obtaining loot.
2! on November 8, 1985, at l2:Noon, two male subjects,
wearing mask, entered the lobby of the PROFESSIONAL SAVINGS BANK,
13100 South Dixie Highway, Miami, Florida, brandished shoulder
and handgun weapons, and demanded the surrender of WELLS FARGO
bags. The subjects obtained a total of $41,469 from three wE1lS
FARGO ARMDRED CAR COMPANY money bags which had been routinely
delivered  daily between ll:00a.m. and l1:30a.m.! that morning.The subjects made their getaway in a gold Chevrolert Monte Carlo
automobile  see explanat on of vehicle recovered in subsequent
armored car robbery, January 10, 1986!.
3! on January 10, 1986, at 10:30 a.m., two armed males
attacked a BRINKS ARMORED CAR COMPANY courier as he opened the
back door of his truck at BARNETT BANK, l3593_South Dixie _
Highway, Miami, Florida. The attack was initiated by one subject
shooting the guard in the back with a large gauge shotgun  #7
shot load!. Both subjects then approached the wounded guard ,
wherein the second subject shot him two additional times with a
military type .223 caliber shoulder weapon- witness description
suggest an ARl5, Mini 14 or M16 rapid firin rifle!. Subjectsobtained $54,000 loot and made their getaway in a 1977 gold
colored Chevrolet Monte Carlo , Florida license tag XQU-175,
followed by an eye witness and later recovered by the Federal
Bureau of Investigation  FBI!. Subjects switched from getaway
car to a white Ford pickup truck and witness surveillance was
discontinued.
The 1977 Monte Carlo etaway vehicle recovered in thisincident had been reported as missing at Miami, Florida, since
October 4, 1985, from EMILIO BRIEL, age 25, who mysteriouslydisappeared that day while target shooting at an abandoned rock
pit n rural south Dado county  southwest Miami region!. BRIEL&#39;sskeletal remains have been located subseguent to captioned
incident, and forensic examination verifies investigator&#39;s
presumption of homicide. It is also suspected that BRIEL&#39;s .22
caliber rifle, stolen with his automobile, is one of two
untraceable firearms located at the residence of subject MICHAEL
LEE PLATT. one .223 caliber bullet recovered from the above

4! On March 19, 1986, at 9:30 a.m., two male subjects
carrying a short barrel pump shotgun and a military type shoulder
weapon  possibly MINIl4! entered the BARNETT BANK, 13593 South
Dixie Highway, Miami, Florida, obtaining $8,338 in robbery loot.Subjects made their getaway in a 1982 Chevrolet Monte Carlo,
black two door model, bearing Florida license NTU=89l.

Carlo,  FL! NTU-891, was stolen from onMarch 12, 1986, while was targe s oo ing at an abandoned
rock pit in southwest a e same locale as BRIEL homicideon October 4, 1986!. While  as target shooting, twowhite males arrived at the roc pit in a white Ford pickup truck EKICwith off-color striping, brandished a SMITH & WESSON Magnum
revolver and a RUGER MlNI~l4 rifle, shot our times and
then fled the scene taking Monte Carlo as well as his
two weapons  .38 caliber S & WESSON model 14 revolver and .22
caliber MARLIN rifle, Model so! . lived and furnished
composite description of his assa an s. revolver was
recovered at the residence of MICHAEL LEE s sequent to
captioned incident, and MATIX owned a white Ford pick-up truck.
The four bank robberies briefly described above
exhibited numerous similar or identical circumstances and
characteristics to warrant a conclusion by investigating FBI SA&#39;s
that these robberies, as well as the rock pit shooting incidents,
were carried out by comon subjects  exact number unknown!. The
frequency of the robberies, as well as the relatively confined
area of the activity led to a hypothesis that these subjects
would carry out similar style robberies in the near future and
stage these heists in the same general area. Prior to April ll,
1986, the FBI increased liaison with armored couriers and area
banking officers. local police departments also increased patrol
coverage of institutions in the south Miami area. The FBI
conducted random surveillance of armored car routes and scheduled
deliveries, and saturated the suspect area by quadrant assignment
of personnel on dates considered probable robbery days. It was
in the furtherance of this technique that SA&#39;s were assigned
surveillance responsibilities in southwest Miami on April ll,
1986.
§}NOPSIS OF SHOQZING INCIDEHI1__A2BIL ll, 1986 -
At approximately 8:45 a.m. fourteen SA&#39;s, operating out
of eleven automobiles, initiated an area canvas/surveillance,
loosely covering a ta et area along South Dixie Highway,  akaU.S. Highway 1! beginiing at the north on 130th street and
terminating at the south on 183 Street. This fifty-three block
long stretch is primarily -a high density commercial zone &#39;incorporating five banks,.with heavy pedestrian and vehicletrait c during comnutingmad working ours. After an initial

on-site assignment conference, SA&#39;s proceeded to their respective
assignment locations and began routine canvassing of these areas,
to include personal contact with bank personnel and local police
patrol officers in the vicinity.
At 9:26 a.m. SA BENJAMIN GROGAN  accompanied in his
vehicle by SA JERRY DOVE! addressed radio traffic to all assigned
units that he was behind a black twodoor Monte Carlo, Florida
license NTJ-891, traveling north on South Dixie Highway. SA
GROGAN continued to furnish description of the vehicle, its
direction of travel and occupant information as well as instruct
the FBI unit with local police radio equipment to request
emergency backup with marked patrol units.
At approximately 9:30 a.m. SA GROGAN and DOVE had been
joined in the close surveillance of the subjects vehicle by three
additional FBI units, with a fourth unit closing to a distance
of approximately three blocks. All units were now located in a
residential neighborhood, several blocks removed from the
congestion of south Dixie Highway. The subjects, becoming aware
of the surveillance, began to drive in an erratic manner,
apparently trying to set up a breakout situation facilitating
their escape. SA GORDON MCNEILL,  Squad Supervisor! observed the
subjects loading weapons and transmitted that information. At
this point SA GROGAN  first vehicle behind subjects! ordered the
stop/arrest, with SA,s GRDGAN and DOVE transmitting, "Felony car
stop, take them, felony car stop, lets do it."
SA GROGAN engaged his emergency vehicle equipment -
 police lights and siren! and surveilling SA&#39;s therein attempted
to contain and stop the subjects, while traveling south in the
l22nd block of 82nd Avenue, Miami, Florida. As FBI vehicles
attempted to pass the subjects, they swerved to the right,
braked, and left the pavement. SA MANAUZZI observed the
passenger subject preparing to fire on the overtaking vehicles
and rammed the Monte Carlo in an effort to incapacitate the
occupants. SA HANLDN swung his unit abreast of the subject
automobile and rammed it in an effort to stop it. subsequent
repeated raming/counter-raming by these two vehicles resulted
in the loss of control of the FBI vehicle, and its ultimate
collision with a retaining wall on the west side of 82nd Av.
[See EXHIBIT A for final location of vehicles at time of
shooting.] Subjects attempted to evade pursuing SA&#39;s by
negotiating a high speed U-turn and proceeded back north on 82nd
Avenue. SA Manauzzi, momentarily stopped from the impact of the
previous ramming by his vehicle, observed the subject&#39;s vehicle
returning in his direction and rammed their vehicle a second
time, resulting in termination of the vehicle stop effort. [See
EX!-IIBIT A. 1 .
. Both of the subjects initiated firing from within their
vehicle before SA&#39;s could completely exit their respective uits.

his automobile. SA MCNEILL cleared his vehicle, returned fire atthe subjects automobile, and was wounded in the right hand/arm by
rifle f re after discharging four rounds. SA MCNEILL discharged
the remaining two rounds in his revolver and retreated around the
back of his unit, taking cover to load at the passenger side rear
panel area. 3
As the subjects initiated firing, SA&#39;s DOVE and GROGAN
returned fire, using their vehicle as cover. SA HANLON cleared
his vehicle and joined SA GROGAN at the rear of the GROGAN/DOVE
unit. SA MIRELES exited the HANLON/MIRELBS unit and proceeded to
a cover point at the rear of SA MCNEILL&#39;s unit. SA HIRELES was
hit in the left forearm by a rifle round as he approached the
rear of MCNEILL&#39;s vehicle, taking cover at the rear bumper area.
SA&#39;s RONALD RISNER and GILBERT ORRANTIA simultaneously arrived
and staged their vehicle on the west side of 82nd Av. [see
EXHIBIT A] sA RISNER exited his vehicle and assumed cover behind
the passenger front fender, firing at the subjects from this
vantage point. subject s! fired on the RISNER unit, and SA
ORRANTIA remained in the vehicle for cover, returning fire
through the front driver window. It is from this position thatg ORRANTIA was wounded by bullet shrapnel soon after arriving on
Q SCEHQ.
After the initial exchange of fire resulting in the
wounding of SA&#39;s MANAUZZI and MCNEILL, both subjects exited the
black Monte Carlo, and took positions of cover in the forward
area of this vehicle and the adjoining FBI and civilian
automobiles. From this new vantage point, subject HATIX and
PLATT were able to fire on the agent&#39;s cover positions with
minimal obstruction. The wounding of SA&#39;s ORRANTIA and MIRELES
occurred after the subjects exited the Monte Carlo.
As the exchange of gunfire continued, subject PLNTT
wounded SA MCNEILL with a round of rifle fire, striking MCNEILL
in the shoulder/back. This wound, in conjunction with the
previous wound to his hand/arm incapacitated SA MCNEILL for the
remainder of the incident.
Apparently the next casualty to be borne by the SA&#39;s
was the wounding of SA HANIDN, who was hit by rifle fire in his
right hand/arm as he reloaded his handgun after firing at the
subjects from his cover point at the rear of the GROGAN/DOVE
vehicle. SA HANION then observed subject PLATT, who had now
charged the GROGAN/DOVE vehicle  passenger side!, proceed around
the trunk area, fire multiple rifle rounds and then enter the
drivers side of that unit. It was during this charge and firing
by subject PLATT that SA GRQGAN and DOVE were killed and SA
HANLDN suffered additional wounds in the groin and leg. _

subjects BATIK and PLATT inside the GROGAN/DOVE FBI unit, as well

buckshot from a service issued REMINGTON, Model 870 pump shotgun.
After firing the last shotgun round SA MIRELES drew his service
revolver, approached the subjects, firing six rounds through the
automobile front driver window at subjects MATIX and PLATT.
7 ,Examination of casualties at the scene by arriving
medical personnel determined that SA&#39;s GROGAN and DOVE were
deceased, subjects MATIX and PLATT were deceased and SA&#39;s
MCNEILL, HANION and HIRELES were critically wounded. SA&#39;s
MCNEILL and HANLDN were transported to a local hospital facility
by MEDIVAC helicopter service. SA MIRELES was transported to a
medical facility by ambulance. SA&#39;s MANAUZZI and ORRANTIA were
transported via FBI vehicle, treated for multiple shotgun pellet
and shrapnel penetration, and released the same day.
Post shooting investigation at the scene has determined
that approximately 143 shots were fired in the exchange.
Eyewitness statements suggest that several automobiles drove
into, or through the shooting parameter during the incident, butit is not verified from which direction they came or what route ailwas taken in exit. Best estimates derived from review of
an wi ness reco ection support
ESE conclusion Ehat the gun battle lasted for a period of four to
five minutes. Autopsy examination of the subjects determined
that MATIX had been hit six times and PLATT had been hit twelve
times. Evidence.indicates that the subjects were wounded while
in the Monte Carlo  at the onset or the gun tire exchange!, while
firing at SA&#39;s from the vantage point in the front area of their
Monte Carlo, while entering the FBI GROGAN/DOVE unit and while in
the FBI vehicle during their attempted flight from the scene.
During the shooting incident the subjects fired one 12 ga.
shotgun, two -357 Cal. revolvers and one .223 cal. seni-automatic
rifle.

SYNOPSIS OF BACKGROUND:
MATIX experienced a normal childhood, with the
exception of laboring with a stuttering impediment. This
ultimately required professional help to terminate. this
treatment was acquired at the Walter Reed Army
his adult years while serving a second tour of
was an average high school student who did not
athletic events but did take an active role inHospital during
enlistment. MATIX

of America  FFA! program. He spent a great deal of time on the
rural property of relatives and presented himself as a kind,
quiet and considerate young man. He enlisted in the United States
Marine Corps  USMC! on graduation and served an unblemished three
years, attaining the position of Sergeant  E-5!, and carrying out
the duties of Bakery Foreman  MOS 3371  Cook!.
Thirteen months after discharge from the USMC, MATIX
enlisted in the United States Army, having spent this short
interim period living with his parents in New Madison, Ohio, and
working as a laborer for the Hobart Manufacturing Company of
Troy, Ohio. After basic Airborne training, MATIX optioned for
Military Police duty assignment, and served until his discharge
as a platoon leader and patrol supervisor.- He was discharged
with a record of citations to include Good Conduct, the
Parachutist Badge and the National Defense Service Medal. It was
while serving at Fort Campbell, Kentucky, that MATIX met, and
served in the Military Police Unit with MICHAEL LEE PLATT.
MATIX met his first wife, PATRICIA BUCKANICH while
undergoing stuttering therapy at Walter Reed Army Hospital in
1975. They were married after his Army discharge in 1976, and
began a series of moves to include Takoma ParkL_Md,,
Poughkeepsie, N.Y., Hyde Park, N.Y., Toledo, Oh., Columbus, Dhwf
and Delaware, Oh. From Delaware, Oh., they returned to Colubus,
Oh., where they lived until his wife, "PATTY" was murdered on
December 30, 1983. In the 3i years of marriage, MATIX attended
Culinary School, Meat Cutting School and Aviation Mechanics
Training. He also continued his association with the military
structure by serving from November, 1981, to April, 1984, as
Senior Assistant Investigator and Utility Helicopter Repairman inthe Ohio National Guard. QIATIX did not stay with one

MATIX&#39;s father, RUSSELL MATIX, suffered a stroke on the
day that PATRICIA MATIX was murdered, and his health deteriorated
until his death from terminal cancer in April, 1984. During this
four month period, WILLIAM MATIX traveled back and forth from
Columbus/Delaware Ohio, to Cincinnati, Ohio  RUSSELL MATIX&#39;s
home!. He became increasingly active in his local church,
professing to be a "Born Again" Christian, and giving public
testimony of his religious convictions and his ability to
overcome the stigma of PATTY&#39;s Murder. MATIX received a sizable
insurance claim payoff  exact amount unknown but believed to be
in the $iao,ooo range! from an existing life insurance policy on
his wife, Social security benefits resulting from her death, and
also received monthly employees compensation payments as asurviving unemployed spouse. iThe insurance settlement was farless than he had antic pated and he was bitter, blaming the lack

Upon arrival, the above Laboratory personnel met with
&#39;ASAC Jim Freeman in the Miami Field Office. ASAC Freeman advised
that the MetroDade Police Department  MDPD!, Dade County, Florida,
was conducting the shooting scene search and would examine evidence
collected at the scene in their laboratory. The above Laboratorypersonnel then traveled to the shooting scene which was located b&#39;7C-at 12201 S.W. 82nd Avenue. Contact was made with SA _ ph}, Miami Office, who was in the command center at the shoo ing /scene. He advised that SergeantqMDPD homicide detective,
was in charge of the shooting scene inves iga ion. Contact wasmade with Detective and the above Laboratory personnel remained
on the scene until approximately 1:30 a.m., 4/12/86 when all logical
evidence and all of the vehicles involved in the shooting incident
had been removed. While at the scene, Bureau Laboratory_pers0nnel
were able to assist mobile crime laboratory personnel in collecting
serology and firearmsrelated evidence from the scene, make preliminary
sketches of the scene while the vehicles were in place and photograph
the scene with the vehicles in place. Also, a preliminary trajectory
&#39; made_with the vehicles in place and the location of
was marked for future reference.92
