Iou will recall that Mr. llinchell previously consented on the alleged
anti-Semitic outbreaks in the Boston area in his broadcast oi Novexdaer '7, 1943.
You will also recall that the Director was furnished complete information on this
matter in a memorandum dated October 30, 1943, under the above caption. The
Director was also furnished a memorandum on November 6, 1943, containing infor-
mation relative to the delegation oi "liberal groups" which called on Attorney
General Biddle, requesting an investigation of the alleged a.':ti=S-er..itic racial
tension and violence existent in various sections oi the country, particularly
at Boston, liaseachusetts. L summary of the information on this matter available "
to the Bureau was likewise furnished Attorney General Biddle under date oi November
8. 1943. t
Concerning the incident mentioned by Hr. Iinchell that occurred at llelrose
the Boston Office has advised that several children went into a Jewish cemetery and
tipped over some tombstones. This incident is stated to have occurred shortly after
the original complaint of outbreaks in Boston, iiassachesette. iiayor Raymond oi
llelrose got together with a group of citizens who sent to the cemetery and replaced
the tombstones in their original places. According to information available, this
incident was attributable to Juvenile vandalism with no indication of any concerted
anti--Semitic activities.
Inquiries concerning the outbreaks in the Boston area have genera1Jy re-
vealed that they were caused by Juvenile delinquences and racial misunderstandings
and that they were not in any nay attributable to any concerted or organized anti-

requested service in our Army, now according to newspaper reports in
New York he refuses such service on the ground that he is an enemy

Instead, Archduke Otto enjoys all of America's privileges. And

In the early part oi this year Congressman Emanuel Celler oi New York
forwarded a letter to the Bureau suggesting that Otto Hapsburg be subjected
to investigation and prosecution under the Foreign Agents Registration Act.
Congressman Caller also stated that he had further information concerning
the activities of this mdividual. Upon contact by a representative of -
this Bureau Congressman Geller made available several letters which
generally alleged that Hapsburg was only interested in regaining the
Austrian throne. The December I, 19142, issue of the Austrian Labor News
contains a lengthy denunciation of Archduke Otto and also a radio address
given by Congressman Emanuel Geller over Station NOR on December 6, 19142,
in which he denounced Hapsburg. Np active investigation was conducted
concerning Otto Hapsburg; however, in view of the iniormation_ received,
the allegations were made available to the Criminal Division of the
Department oi Justice and also to the State Department with the advice that
further investigation would not be conducted in this matter in the absence
of such a request. To date, neither the Criminal Division of the Department
or the State Department has requested that any investigation be conducted
concerning Hapsburg although subsequent information concerning the Free
Austrian Hovement sponsored by Archduke Otto I-Iapsburg has been, made availab
to the Criminal Division and the State Department. _ . _ '

no one handling our publicity and that LT. Iinchell's status

forcement including the FBI for many years. She stated

- editor of the Shreveport, Louisiana Times telegraphed me requesting-the
source on my expose last Sunday night that Nazi war prisoners in Louisiana
internmmt camps got drunk with their guards and that they were allowed
freedom to meet shady women nearby. I am sending the Shreveport Times editor
more on the matter when I get it. Thisis to tell my editor that I never
reveal a source. Does he? The matter is not for the FBI or the Department
of Justice. Prisoners of war come under the jurisdiction of the War Department
For all I know, the love life of a Nazi war prisoner may be a military secret."

broadcast on December 20, 19743. The Director was advised by memorandum dated
December 26, 191:3 as to the up to date facts in this case which involve German priso
of war at Camp Polk, Jennings, Louisiana, and their associations with prostitutes Irh

presented to the United States Attorney, Shreveport, Louisiana, who advised that the
facts did not constitute any violation for which prosecution could be instituted. 1"

You will recall that after the railroad wreck referred to by Hr. Winchell
Bureau received five sets of fingerprints of victims, which vrere92forwarded by the P
1{arshal's office of the Army. Four of these prints were secured from males and one
was the fingerprints of a female. Of these five sets of fingerprints, three were
identified as members of the Armed Forces and the Bureau was able to furnish the id
and serial number o_f each of these three individuals to the Amy. _

certain South American countries might be influenced by Argentina through the A1-genti

occasions. The Bureau has been aware of the fact that George Iashingto _R.obnett
filed an affidavit for attac ent on September 30, 1943, in the Circuit Court ofChicago, allegeding that E. ;&utton and Company, Incorporated, and Itg_s_sell B.Davenport were indebted to his or $5,000 arising out of conspiracy to airanraaa-
libel his and others by maliciously causing "Undercover" to be published concerning
himself and others. The Director has previous been advised of this latter. In this
connection it is interesting to note that an article appeared in the Washington Star
newspaper on January 23, 1943, under the date line of Salt Lake City, January 22, '-E
1944, which stated that John Roy Carlson, author of "Undercover! was served with a
summons to appear in District Court within twenty days to answer e_libel suit filed
by four Salt Lake City, Utah, residents. According to the newspaper artide, the
summons noted that a compla t_ charging libel, slander and false represenl t_ion wouldbe 111% in ten days by J. A. llclinight, Jeramiaitokes, cum-a Fr Allen andErnest ollings. The article dicated that all f these individuals we mentioned
in the book "Undercover". 4. * ~ . . ' "

would help boost the work of Walter Iinchell, but he did just t the
other day. Senator Iheeler inserted an editorial in the Congressional
Record. -That editorial denounced the book "Undercover". The editorial
said that "Undercover" is five years too late and that it is very old
news. Iell, that's what Iinchell has said all song. I've been exposing
the very same people for eleven years over the protests and blasts of
men like Senator Iheeler. Not all those mentioned in "Undercover" are
in jail as the editorial alleges, some are still in Congress. Ir.
heeler endorses an editorial which says that "Undercover" discusses
jailbirds, discredited and dangerous Americans, yet, Ir. Iheeler
threatens to investigate its author. Ihat kind of double talk is that?
Ir. Winchell on his broadcast of December 5, 1943, stated that Senator Burton
K. Iheeler had inserted into the Congressional Record an editorial from e. Fort Wayne

I oberts which discusses the book "What To Do with Gemanym According to this
article, the book was written by Louis Nizer, and it is one of the new hooks Just
published. According to the information set forth, the book points out that Nicer,
the author, believes in rigid punishment for all Nazi officials by death or imprison-
ment, in accordance with the crime committed, and thereafter, a re-education of
German youth by means of an international university to_ be staffed by the best men
available from all Allied Nations. .
B. Hr. Iinchell stated: "Washington. Consistent with their policy of mis-
representing and misquoting what I say, certain legislators have tried
to create the impression that the truth about a few of them is a lie about
all of them. The overwhelming majority of the House of Representatives
know that I respect them as men and as legislators and that I believe
Congress is the real voice of the people, but for those misrepresentatives
who feel that the shoe fits, I am glad that it's painful. Washington had

vestigations were previously conducted by the Bureau of both publieetiens_fer a
possible Registration Act violation, however, the Department declined prosecution
in the matter. You will recall that Er. Winchell previously referred to this
matter in his broadcast on January 9, l9hh, when he commented upon the fact that
Douglas H. Stewart, who was associated with Eggleston in publishing "The Herald"
newspaper, was also subpoenaed before the same Federal Grand Jury in

Press reported at about 30,000 union members reiterated the pledge of-President Philigtiikurray that there would -be no strikes for the duration.' -"

Victim comp ained against Chaplin to the Beverly Hills Police Department
and as an outgrowth of the matter it is alleged that Chaplin pa_i¢;I money to eel-+_-sin
members of the Beverly Hills Police Department in order to effect the victim's
egress from Beverly Hills, in violation of her civil rights. As you know a
Federal Grand Jury returned an indictment against Chaplin during the past week t
for a violation of the White Slave Traffic Act and Civil Rights Statute. According
to present information it appears that Chaplin's attorney has arranged for him
to voluntarily surrender to the Office of the United States Attorney on February 114,
