DECLASSIFICATION REVIEW PURSU ANT TO EXECUTIVE ORDER 14040

Today, in carrying out Executive Order 14040, the Federal Bureau of Investigation (FBI)
released additional documents from the FBI’s investigation of the September 11, 2001 terrorist
attacks and other investigations that are responsive to sections 2(b), 2(c), and 2(d) of the Executive
Order. With today’s release, th e U.S. Government has now declas sified and released more than
900 documents, totaling over 4,000 pa ges, in furtherance of the Ex ecutive Order’s directive to
maximize transparency.
Over the past four weeks, the FBI has lift ed additional redactions to more than 30
documents that were previously released pursuant to the Executive Order. Today’s release and the
release on April 15, 2022, reflect th ose updates. These updated versions include the results of the
U.S. Government’s coordination with additional foreign governments.
This release note also updates the information co ntained in prior release notes to accurately
reflect, as of today, the number of documents that remain withheld in full and the reason for each
withholding. As of the March 29, 2022 Release Update, the FBI ha d identified a total of 33
documents that were withheld from public disclosure under redaction code C-1, for
“INFORMATION OBTAINED FROM FOREIGN GOVERNMENT(S) AND WITHHELD AT
THE DIRECTION OF ANOTHER U.S. GOVERNMENT AGENCY OR DEPARTMENT
PENDING ONGOING CONSULTATION.” Following th e required consulta tions, the FBI has
released a subset of these documents t oday and on April 15, 2022. Currently, 3 documents
responsive to Section 2(b) and 11 documents re sponsive to Section 2(c) totaling 14 documents
remain withheld under th e C-1 redaction code.
Absent additional concurrences, the FBI doe s not anticipate any future releases.
