reviewed by you.
By memorandum dated February 7, 1953, Assistant to the
Director L. B. Nichols advised.-'!l'n Hr. Baumgardner's memorandum
of February 3,1953, inquiry was made as to haw the Bureau may
use copies of correspondence addressed to Senator llcaarthy. I
wish to advise that I have specifically raised this problem with
,0->n Surine of Senator McCarthy's Office.

any way we see fit and to say that the material had been referred

By memorandum dated February.?, 1953, Assistant to the
_Director L. B. Nichols advisedln ur. Baumgardners memorandum
of February 3, 1953, inquiry was made as to how the Bureau may
use copies of correspondence addressed to Senator.McCarthy. I
wish to advise that I have specifically raised this problem with
hon Surine of Senator McCarthy's Qfice.
Sarina states that we are authorized to use this material i
any way we see fit and to say that the material had been referred
to the Bureau by Senator.Mc0arthy to disseminate and to conduct
any investigation that is suggested by the facts. I told Surine
we would do this and to avoid making inquiry in each instance, I
inquired whether we could assume that this applied to anything
else he might furnish us unless he specifically put a restriction
on it. He stated that we could so assume and if there was anyth
they did not want known came from them, they would so advise us.
However, Surine did state with reference to the dissemination of
such letters to other Government agencies, that we not show the
Senator's Qffice as the source but carry the source as "qf unknown
. reliability." Surine further stated that we should use good
judgment in all the letters. For example, if a writer asked the
Senator to keep confidential the source of the information, we,

By memorandum dated February P, 1953, Assistant to the
Director L. B. Nichols advised.-Tn Mr. Baumgardner's memorandum
of February 3, 1953, inquiry was made as to how the Bureau may
use copies of correspondence addressed to Senator Mccarthy. I
wish to advise that I have specifically raised this problem with
pan Surine of Senator McCarthy's Office. '
'Burine states that we are authorized to use this material 1.
any way we see fit and to say that the material had been referred
to the Bureau by Senator McCarthy to disseminate and to conduct
any investigation that is suggested by the facts. I told Surine
we would do this and to avoid making hquiry in each instance, I
inquired whether we could assume that this applied to anything
else he might furnish us unless he specifically put a restriction
on it. He stated that we could so assume and if there was anything
they did not want known came from them, they would so advise us.
However, Surine did state with reference to the dissemination qf
such letters to other Government agencies, that we not show the
Senator's qjfice as the source but carry the source as "of unknown
reliability." Surine further stated that we should use good
judgment in all the letters. For example, if a writer asked the
Senator to keep confidential the source of the information, we,
likewise, should keep confidential the source qf information and
should it be necessary to interview the original complainant, we
should not divulge that Senator lb Carthy's Qfice has furnishedus the information."

A Wisconsin professor believes
Senator McCarthy has risen to
power by making an idolatrous
religion out of what he considers
to be patriotism. The Rev. Dr. Chadkvalsh of
Beloit College Wis! _rled the
charge here yesterday as he ad-
dressed some 400 delegates at a
conference of the Washington
province oi the Episcopal church.
The forces of history would
have created an equivalent dem-
agogue with a different name" if
Senator McCarthy hadnt come
along. the speaker said.
He said it was "inevitable in
this age of jitters that the politi-
cal Neanderthal should arise."
Says Tactics Aid Reds.
"Ii Senator McCarthy were a
Russian agent planted in this
country to spread disunity and
suspicion and prepare the way
for a Communist coup detat, he
could not be doing a more enco-
tive Job." said Dr. Walsh.
He termed McCarthyism "200;
per cent Americanism" and said
it is a force which "acts as
though the end justifies that
