I Enclosed herewith for FBI Lab is one letter and
envelope ae eet out below:
Y JAMES R. MAPP, President, Local Chapter NAACP,
Chattahooga, Tenn., on ll/4/69 brought to Chattanooga RA
a letter he received by mail ll/1/69. The letter was
postmarked 10/31/69 Chattanooga, Tenn., addressed to
NAACP, 601 E. 9th Street, Chattanooga, Tenn., and the
envelope contained one piece of white paper with a
newspaper photograph of WILKINS taped thereto with red dot
added to torehead of photograph. The handprinted note
is as follows:

departed 10/30/69 enroute New York City, his office address
being 1790 Broadway, l0th Floor, New York, New York. ' .1
USA, Chattanogga, advised he felt the contents of
this letter might possibly be a violation of Title lB,i -
Section 876, paragraph 3, but expressed doubt as to whether
or not the NAACP could be construed as a person within the
purview of this statute but felt that this matter should be
investigated.

For the information of the Bureau, the facts
of this letter were discussed with USA JOHN L. BOWERS,
Jr., on ll/4/69. At this time he advised that he felt
the letter might be a violation of Title 18, Section 876,
Paragraph 3. There was a misunderstanding at this time
as to whether or not the Postal Inspectors should handle
this matter. However, on later recontact with the USA,
it was determined that the Bureau should be handling and
this has been done.

Tennessee, on 11/1/69, received an envelope postmarked
Chattanooga, Tennessee, 10/31/69, with the handprinted
address "NAACP 601 E. 9th St. Chattanooga, Tennessee".
A slip of paper was contained in the envelope which H
bears a cut-out newspaper photograph of "ROY WILKINS
and handprinted message, "Remember what we did to MBDGAR
EVERS and MARTIN LUTHER KING. A hot time in hell did
our bullets to these agitators bring; Now, this
pictured here is destined as number three, May

Klavern of the United Klans of America." The USA,
Chattanooga, is of the opinion the letter might
constitute a violation of Title 18, Section 816,
Paragraph 3. He was not completely sure at the time
as to whether or not The NAACP constituted a "person"
as listed in the statute. N0 suspects developed. The
envelope and letter were not identified with other
submissions in the Anonymous Letter File of the FBI
Laboratory. Two latent fingerprints of value were
located on the letter but are not identical with
fingerprints in the Extortion Section of the Single
Fingerprint File, Identification Division of the FBI.
No other letters received by the NAACP, Chattanooga,
and the office of ROY WILKINS, National President, NAACP
New York informed.

envelope was a single sheet or white paper that has a
newspaper photograph of ROY IILKIIIS taped thereto. Ibis

A report of the Latent Fingerprint Section of,
the FBI Identification Division dated November 18, 1969, _
shows that two latent fingerprints of value were located A
on the letter received by the AACP at hattanooga but no
latent fingerprints of value were found on the envelope.
The latent fingerprints are not identical with finger-
prints in the Extortion Section of the Single Fingerprint
File, Identification Division, FBI.
JAMES R. MAPP, President of Chattanooga Chapter,
NAACP, on November 14, 1969 and November 20, 1969, advised
he had received no additional communications concerning
ROY WILKIHS that are of a threatening nature and no in=
formation has come to his attention that would assist in
identifying the person responsible.
