The "Norwalk Hour" for Jue 5, 19b5, contained an article
reflectipg that an grganizational meeting of the IndependentCitizens Committee or the Arts, Sciences, and Professions
was held on the previous evening. The article stated, in .part, that a telegram of greeting from uihlg ANDERSON,
noted singer, was read.
The "Norwalk sentinel" for June 5, 1945, contained an articleto the same effect as that in the "Norwalk Hour", mentioned
above. It stated that the telegram from MARIAN ANDERSON
regreted her inability to be present at the meeting and
wished the project all success.
In November, 1950, New Havengadvised thatthe Independent Citizens Comm ee of the Arts,
Sciences, and Professions was infiltrated,
dominated and controlled by the Communist Party
in the State of Connecticut.

An amendment to the charter of the Southern Conference
for Human Welfare SCHW!, which has been cited by the Congressional
Comittee on Un-American Activities as a communist front, changed
the name of the organization to the Southern Conference Educational
Fund, Inc., and listed its purposes as being to improve the
educational and cultural standards of the southern people in
accordance with the highest American democratic institutions,
traditions and ideals. The amendment was dated April 26, 1946.
Confidential Informantg who has furnished reliableinformation in the past and is fam ar with some phases of
Communist Party activity in the New Orleans area, advised on
June 29, 1956, that during the time the SCHW was in existence,
Communist Party members were members of and worked actively
in the SCHW. However, since the formation of the SCEF, Inc.,
rank and file Communist Party members have not been encouraged
to work in the SCEF. Informant stated that the SCEF is a
progressive liberal organization which he considers a Communist
Party front organization because it has gone along with the
Communist Party on certain issues, particularly on the racialquestion, and through the years certain Communist Party members in ~
the New Orleans area have been assigned to work in the organization
to further Communist Party principles.
lnformant considers James Dombrowski, the Executive
Director of the SCEF, as a Communist Party member because
he follows Communist principles, but he is not under Communist
Party discipline. Many prominent people who are officials and ~
members of the organization, while liberal in their views, are
by no means communists.
Confidential Informant-advised o,n June 21, 1957,
that the status of the Southern Conference Educational Fund,
Inc., remains unchanged.
The Communist Party, USA, has been designated by the
Attorney General of the United States pursuant to Executive
Order 10450.
