Charge H B FLETCHIR at the San Francisco Field Division. I advised him
generally of the investigation concerning SIESEL and particularly of
the matter concerning the Flamingo Hotel I advised him that a hearing
was to be held before a C P A Commissioner in San Francisco on Tuesday,

to make a bribery case if the bribe has been passed, whereas, it is
comparatively easy to make the case if we can see the pay-off Thismatter was also discussed withct the Bureau and it was agreedbetwee|: .ud myself that I would communicate

if they found him an apparently reliable individual to put him on notice
in a general way without revealing the source of our information as to
the possibility of a bribe being offered and instructing him to negotiate
with whoever offers the bribe in order that we might cover the pay-off.

that the Bureau was making every effort to get the au hrcugh
for a technical surveillance on the telephone t Ban 7c,
Francisco. I advised him that neither San Franc soc or this office
knows where SIEEEL is going to stay in Ban Francisco and he pointed out
that we have blanket authority to cover BIEFBL and indicated that it would
be all right for sen Francisco to put on a technical and microphone
surveillance without any further authority no matter where they finally
located BIEGBL.
' At 9:15 am. on August 12, 1946 I" spoke with special Agent
in charge H. B. FLETCHER at San Francisco and advised him persomlly that
it-would be all right for San Francisco to put on technical ad microphone

one building. I pointed out that we were dealing in generalities and that we
wanted the facts in the matter. I pointed out that they had presented e. case
before a commissioner and had received an adverse ruling. I asked him why In

the commissioner's mind to get the answer to that." I told him that I did
not believe that was the csse, that in any court proceeding by analyzing the
facts presented by the Government and those presented by the defense you can
obtain the reasons for s decision.

At 8:45 s.m. on August 16, 1946 I spoke with Assistant Direotor
aosmr at the Bureau. I told his that we planned on Monday to begin our
open investigation of the Flamingo Hotel pursuant to the authority given
by the Bureau about ten days ago. I told hia that I would go to San
Fransisco and examine the records of the C.P.A. there; that one or our
agents assigned to the special would examine the C.P.A. records at Reno
and that we would also examine available G.P._1l. records in Les Angsloss
HI. ROSEN said that he lcnew of no reason why we should not proceed with
this open investigation. I advised him that I anticipated that the C.P.A.
may be reluctant to turn over their records and, therefore, the Bureau
should get in touch with C.P.A. Officials in Washington in order that
we night have no difficulty in securing the records in the regional offices.
I pointed out that we have a possible perjury case now in view of the faot
that san Francisco obtained its evidence of conversations between SIEGEL
and the other individuals involved by means of a oontact microphone.
I pointed out that while primarily we are investigating this matter as a
Fraud Against the Government, still it is in the nature of an administra-
evidenoe to justify re-presenting this matter before Commissioner
at San Francisco, we should probably make the results of our inves ga
available to the C.P.A. I1. ROSEH said that this Iould be done through
the Bureau in ashington.

While awaiting this call ,- talked "off the record" to the
reporting agents, saying that in the event he were ever quoted in connection
with his remarks that "1 will swear both of you are liars. ihe original
cease-work: telegram sent to the amingo builders was one of fourteen to bk
twenty such wires sent out along the highway #66 from Lcs Angeles to Kingman,
Arizona and south to the Mexican border, placing freeze orders on construction
work on different cities along the route which construction was not considered
essential and proper. He said that these sires had a very good effect on
each one of the communities in which they were received in that it did put
a temporary halt to unnecessary building and requests to build in each of these
communities. However, about 90% of these projects were imedistely approved
for continuing construction by the construction division of the C.P.A.
He appeared extremely discouraged in this connection to the Agents
and remarked that in one instance a dog and cat hospital was being built
immediately adjacent to another dog and cat hospital and that the building
was authorized to continue after the wire to stop had been received. This
is also true in connection with certain cocktail bars.
